You need a Rental License to rent out dwelling, rooming, or sleeping units to tenants. This can include residential dwellings and units, rooms in a home, dormitories, and certain visitor accommodations.
One license can cover all units in a single building. If there are multiple buildings on your property, you must get a Rental License for each building.

This license is issued by the Department of Licenses and Inspections (L&I). It was previously called a Housing Inspection License.

Requirements
To close a Rental License
Rental Licenses are not transferrable. If you are the new owner of a previously licensed property, you must close the old Rental License and apply for a new one.
To close a Rental License, choose “License Issue” on the online request form or call 311. Call (215) 686-8686 if you are outside of Philadelphia.

How to apply
You can apply for this license online through eCLIPSE or in person at the Permit and License Center.
Online
Once you’re logged in, you can apply online using eCLIPSE.
If you need help filing your online application, you can schedule a virtual appointment.
Applications are reviewed within five business days.
If the application is approved, you will receive a notice to pay the balance.
If the application is rejected, you will receive an email stating what is missing or required.
In person
You need to schedule an appointment to visit the Permit and License Center in person.
Office hours are 8 a.m. to 3:30 p.m., Monday through Friday. Offices close at noon on the last Wednesday of each month.
