If you own a high-rise, you need to get a High-Rise License.
The Philadelphia Fire Code requires a High-Rise License for structures with floors located 75 ft. or more above the lowest level of fire department vehicle access.
The Department of Licenses and Inspections (L&I) performs annual fire safety inspections for high-rise structures. For more information, refer to the high-rise inspection checklist.

Property owners and their agents can apply for this license.

Rental license
If there is residential space in the high-rise, a Rental License is required.

Ownership information
Your license will be issued to the legal entity listed on the Commercial Activity License and your Philadelphia Tax Account. Any trade name or “Doing Business As” (DBA) must also be listed on your Commercial Activity License.

Cost
License fee
$0.012 per square foot of floor area, excluding residential portions covered by an active rental license.
The applicant must provide the total sq. footage of the building and the total sq. footage of the residential space.
Renewal fee
$0.012 per square foot of floor area, excluding residential portions covered by an active rental license.

How
You can apply for this license online using eCLIPSE or in person at the Permit and License Center.
Online
Applications are reviewed within five business days.
If the application isn’t approved, you will receive an email stating what is missing or required.
In person
L&I can review most applications while you wait.
Renewal requirements
This license must be renewed annually. You can renew online through eCLIPSE or in person at the Permit and License Center.
To renew your license, you must:
- Be current on all City of Philadelphia taxes.
- Have a valid email address.
A fire safety inspection will be scheduled after the license has been renewed.
