Get a project scoping meeting for a multi-phased project

Service overview

Developers can request a project scoping meeting with a plans examiner for complex, multi-phase construction projects. This allows the developer to avoid conflicts and delays when applying for permits.

The scoping meeting does not include a review of design elements. If you have questions about project design elements, you can request a preliminary review.

Master plan review

At the project scoping meeting developers can request a master plan review if the project is eligible. The review allows developers to further streamline the application process by having a dedicated plan examiner assigned to the project and getting each building prototype for a project approved in advance.

Application information and approved documents will carry over to each subsequent building permit application. These subsequent building permit applications will only need an administrative review by L&I staff before being approved. All reviews by other City departments will be performed under the master plan review rather than for each subsequent building permit.

Who

Any property owner or their authorized agent may request approval. Authorized agents include:

  • Contractors.
  • PA design professionals.
  • Attorneys.
  • Expediters.

A design professional must be present at the project scoping meeting.

Requirements

To qualify, your project must:

  • Involve multiple permit applications of the same type. (Separate permits for foundations, site work, or trades do not qualify.) 
  • Include at least 5,000 sq. ft. of floor area.

Residential developments and large commercial buildings involving the phased fit-out of floors are examples of qualifying projects.

All work must be covered under a single design or construction contract.

You must submit your permit application within 30 days of your meeting with a plans examiner.

Complete the project scoping meeting form and bring it to your meeting. If you plan to request a master plan review, complete the master approval form and submit it with your application.

Where and when

Meetings are held on Tuesdays and Thursdays. They must be scheduled at least 14 days in advance.

Meetings are held through web or phone conference.

A design professional must be present at the project scoping meeting.

There are no costs associated with this meeting.
