Get a permit for mobile medical services

If you provide mobile medical services in Philadelphia, you must have an active permit issued by the Department of Public Health.

“Mobile medical services” refers to diagnosing, preventing, or treating diseases on a vehicle or from a vehicle. All these services must be administered under the supervision of a health care practitioner.

Requirements

The Mobile Medical Services Provider Permit is required for any person or organization providing mobile medical services in Philadelphia. This includes both health care practitioners and their staff.

Location limitations

If you are providing services in the 7th Council District, operations are limited to one of two locations:

  • The lot at 265 E. Lehigh Avenue by appointment.
  • On East Allegheny Avenue between Kensington Avenue and F Street from 11 p.m. to 6 a.m.

There are no current limitations on location or hours for other districts.

Application

Your Mobile Medical Services Provider Permit application must include the following:

  • Contact information for the mobile medical service provider, and organization information if applicable.
  • Vehicle registration and details.
  • Description of the services you will provide and your policies related to patient care, personnel training, and personnel supervision.
  • The healthcare practitioner who will supervise the operations, including state licensing information.
    • The Department of Public Health will compare the services described in the application with the practice scope of the supervising healthcare practitioner.

Other permits and licenses

  • If you are providing non-medical services in the 7th Council District, you need a Non-Medical Mobile Services Provider Permit from the Department of Licenses and Inspections. If you offer both medical and non-medical services in this area, you need both permits.
    • Mobile medical service providers do not have time limits on providing non-medical services as long as they are at an approved location with all required permits.
  • If you distribute free food, you also need a separate permit to serve food outdoors.

Cost

There is no fee for this permit.

Renewal requirements

This permit is valid for one year. You need to submit a new permit application each year to get a new permit.

If a provider or their associated vehicle has been issued three or more violations of Philadelphia Code Section 10-2803 within the past 12 months, we cannot issue a permit.
