Get a Special Permit License

Before you begin

You need a Small Games of Chance License before you can get a Special Permit License.

Service overview

Nonprofit organizations need to have licenses in order to hold small games of chance, such as raffles. You need a Special Permit License to hold small games of chance with an award or prize over $2000.

There are rules you must follow when using this license:

  • You must have a Small Games of Chance License.
  • You can’t award a total prize of over $150,000 in one raffle.
  • A location cannot use more than one licensed organization for a Special Permit License raffle in a calendar year.
  • Only 10 Special Permit Licenses can be issued to an organization in a calendar year. However, volunteer fire, ambulance, or rescue organizations may get 12 per year.

The Department of Licenses and Inspections (L&I) issues this license.

Must be registered with the Department of Revenue as any of the following:

  • Nonprofit organization.
  • Charitable organization.
  • Religious association.
  • Civic association.

Checks and money orders

Check requirements
  • Make all checks and money orders payable to the “City of Philadelphia.”
  • The individual or company listed on the check must be listed on the application.
  • Personal checks are accepted.
  • Checks and money orders must have issue dates within 12 months of the transaction.
Reasons your check may be rejected

L&I will not accept checks that are missing depository information or are:

  • Unsigned.
  • Expired.
  • Post-dated.
  • Starter checks without account info

Returned payment policy

If your check is returned unpaid for insufficient or uncollected funds:

  1. You authorize the City of Philadelphia or its agent to make a one-time electronic fund transfer from your account to collect a fee of $20.
  2. The City of Philadelphia or its agent may re-present your check electronically to your depository institution for payment.

If your application is not approved, L&I will send an email saying what is missing or required.

Renewal requirements

You cannot renew this license. You must apply for a new license each time you need one.
