Children with special healthcare needs (CSHCN) are children who have or are at increased risk for chronic physical, emotional, behavioral and developmental health conditions. The medical and social needs of CSHCN often require a high degree of support.
The Department of Public Health is committed to addressing issues that affect the lives of CSHCN and their families at both a "systems" level and an individual level.
Our Health Intervention Program (HIP) provides home visiting and other support to families with infants and children (0-21) who have special healthcare needs.
We convene the Philadelphia Special Needs Consortium (formerly the Special Needs Work Group),
a forum for professionals and families to share information and network with other families, healthcare
and insurance providers, legal advocates and policy planners who influence care for CSHCN.

A CSHCN Program Coordinator works with public and private service providers to encourage system collaboration among those serving CSHCN.
