eCLIPSE Central

The mission of Licenses and Inspections (L&I) is to enforce the City’s codes for the safe and lawful construction and use of buildings. One example of the many ways L&I is working to accomplish that mission is with the eCLIPSE project.

What is eCLIPSE?

eCLIPSE is L&I online.

eCLIPSE stands for the electronic Commercial Licensing, Inspections, and Permitting Services Enterprise. 

We know that that sounds complicated! But the goal of eCLIPSE is to make things easier by moving licenses and permits online, making these application processes more user friendly, efficient, and transparent.

Project Details

eCLIPSE is being implemented in phases. Phases 1 and 2 are complete and moved the process for new and/or renewed Trade and Business License applications online to eCLIPSE.

Work is continuing on Phases 3 and 4. Phase 3 will move the permitting process (including appeals) online, and code enforcement will move online in Phase 4.

  • With the permitting process moving online, you’ll no longer have to submit multiple copies of paper plans with your permit application. Instead, with ePlans, you’ll be able to electronically attach one set of plans to your application in eCLIPSE for the plans examiner to review.
