Good news for business owners, landlords, and anyone who uses the eCLIPSE licensing system! On July 13, 2026, the Department of Licenses and Inspections (L&I) will launch a redesigned eCLIPSE platform that is easier to use, faster to navigate, and more accessible for everyone.

The updated system was built using feedback from real license holders. Many of the most requested improvements have been added to help users complete tasks more quickly and with less confusion.

The new design also supports modern accessibility standards, helping create a better experience for people using assistive technologies and mobile devices.

What’s New in eCLIPSE?

Here are the 10 biggest improvements coming to the system.

1. Faster License Renewals with EZ Renewal

Renewing a license may soon take just a few clicks. If a license meets all required checks and does not need extra documents, users can renew it through the new EZ Renewal process. Simply select the eligible license, add it to your cart, and pay. If additional information is needed, the system will clearly explain what is missing and what steps must be completed.

Good to know: Renewals will be available 45 days before a license expires and users can still use EZ Renewal for up to 60 days after expiration, if eligible.

2. New “How to Apply” Pages

Starting a new application will be easier than ever. Before you begin, you’ll see a page that lists the information and documents needed to complete the application. This helps applicants gather everything they need before getting started. No more guessing what paperwork is required halfway through the process.

3. More Commercial Activity License Updates Online

Businesses will be able to update important information directly through their eCLIPSE account.

This includes:

  • Contact information
  • Trade names
  • Disregarded Entity Information
  • Natural person information
  • Managing agent information

Some users may be asked to review or update these details during their next renewal.

4. Trade Names Connected to Your License

Trade names will now be linked directly to your Commercial Activity License (CAL). When applying for other licenses, your registered trade names will already be available for selection, saving time and reducing data entry.

Remember: trade names must still be registered with the City’s tax account.

5. Better Tracking of Business Relationships

The updated system improves how disregarded entity information is recorded and managed. This change helps strengthen business identification and supports more accurate tax validation. For users, that means a smoother and more reliable licensing process.

6. Close Licenses Online

Need to close a license? You can now submit a closure request directly through your eCLIPSE account. Closing licenses for businesses that are no longer operating is important because it can help prevent future fees, penalties, and interest charges.

7. Inactive Applications Will Be Automatically Canceled

Applications that have unanswered requests for information will now be canceled after 60 days. If you receive a request for more information, make sure to respond promptly.

If you have questions, L&I encourages applicants to use available support services, such as a virtual appointment, in-person appointment services, or the online help form, before the deadline.

8. Updated Managing Agent Requirements for Rental Licenses

For rental properties where the owner lives outside Philadelphia, a managing agent is required.

The new system will automatically check for this requirement and will also require the managing agents:

  • Email address
  • Phone number

Property owners who live outside the city may need to update this information during their next renewal.

9. Less Paperwork for Rental License Holders

Information about individuals with the highest ownership interest in non-publicly traded companies will now be stored through CAL. Because this information will automatically be transferred to associated rental licenses, the separate Supplemental Information Form will no longer be needed. That’s one less form to complete.

10. Shared Contact Information Saves Time

Contact details stored on your CAL will automatically fill in future license applications. You can still update the information whenever needed, but you won’t have to enter the same details repeatedly. This small change could save users significant time during renewals and new applications.
