Office locations

You can visit the L&I district offices to get help with requesting a statement of outstanding fees for re-inspections and case-files, requesting a status of your violation and permit, and getting general information about complying a violation on your property or about general eCLIPSE related questions. The district offices can’t process applications or payments at this time.

You must schedule your inspections online using eCLIPSE or through the IVR system by calling (215) 255-4040.

Notice of completed repairs

For emergency repairs, submit the notice of completed repairs form to the Department of Licenses and Inspections (L&I) or call 311 or (215) 686-8686 if outside Philadelphia.

Refer to construction and repair permits for more information about emergency repair procedures.


License questions

For help navigating eCLIPSE with submitting your license application, you can engage in a Chat session. The Chat hours are between 9:00 a.m. to 1:00 p.m.

To speak with a License Issuance agent, you must schedule a virtual or in-person appointment.

For all other licensing questions, submit an online request to the Department of Licenses and Inspections (L&I) . You will receive a response within 2 business days.

Property abatement bills

If a property violation is abated using City funds, the property owner is billed for this work.

For a copy of the original invoice that includes details about work done at a property, email LIebills@phila.gov. Original invoices will not list any accrued interest or penalty charges.

To view or pay the invoice, including any interest and penalty charges, visit the Philadelphia Tax Center. Navigate to the “Property” section, then select “Search for a property” to find invoices, liens and debts, and to make a payment.
