What to expect

Features

The new site includes many features that were unavailable previously, including self-service options. Also, some existing online services are now easier to understand and complete.

The Philadelphia Tax Center allows you to:

Share secure communication

  • Send and receive secure messages from Revenue representatives.
  • See all letters you received from Revenue, from November 2021 on.
  • Respond online to a letter you received in the mail.
  • Upload any audit documents.

Apply for programs and submit requests

View and manage your account(s)

  • From a single dashboard, view account balances, overdue returns, and payments. 
  • Give access to accounts to your accountant or other users. 
  • Manage your account details including name and address.
  • Manage tax clearance requests   

What’s changing

Real Estate Tax

If you own a property in Philadelphia, you are responsible for paying the City’s Real Estate Tax. Starting in October 2022, property owners should use the Philadelphia Tax Center to look up their balances and pay their bills.

You must go directly to the Philadelphia Tax Center to search your property and pay your bills, starting with your 2023 property tax bills. This is the quickest and most convenient way to search and pay this tax moving forward. Note:

  • The property balance search website will redirect your searches to the Tax Center.
  • Although you can still look up your property on the phila.gov website, the “View the Tax Balance” link will take you to the Tax Center.

You can search and view past balances for up to six prior years on the Tax Center. You need your street address or 9-digit OPA number to access your property on the Philadelphia Tax Center.

To search

To look up your property tax bill on the Philadelphia Tax Center:

  1. Go to tax-services.phila.gov
  2. Pick “Search for a property” under the “Property” panel
  3. Enter your street address on the “Search for a property” screen and hit “Search.” Select your property’s OPA number on the right side of this same screen. This action takes you to the next screen, where you can view a summary of your property account. Here, you can “Make a payment,” “View period balance,” “Apply for real estate assistance programs,” and “View liens and debt.”

The Tax Center also allows you to “Make a payment” after searching your property. With this option, you can choose to pay your balance in full or by period.

The “View period balance” link also shows any credits you may have on your property tax account – check for a column called “Credit.” If your account shows a credit balance for a previous year that you weren’t the property owner and did not pay for, you cannot claim a refund for that credit, even if you see it in this section of your account.

To pay

  1. Select “Make a payment” under the “Payments” panel from the Tax Center’s homepage.
  2. Pick “Yes” to pay a bill you received in the mail. Using the Letter ID found at the top of your bill makes paying online easiest. You can also go to the Property panel to see and pay all balances on a property, including balances from prior years.
  3. Otherwise, choose “No” on this same screen and use the dropdown menu to select “Real Estate Tax.”

Follow the onscreen directions to complete your payment.

You don’t need a username and password to use the site, but if you own or manage multiple properties consider creating a username or password. Creating an account on the Philadelphia Tax Center allows you to see all balances on your properties in one place.

Real Estate Tax assistance programs

You can also use the Tax Center to apply for the following Real Estate Tax assistance programs:

You don’t need a username and password to complete and submit applications to these programs through the Tax Center. Select the “More Options” tab to access the assistance program applications or follow the “Search for a property” steps described above to find applications to these programs on the Tax Center.

Police resource requests

Starting in October 2022, all Philadelphia Police Resource requests must be submitted through the Philadelphia Tax Center. The new website allows you to:

  • Request police resources
  • Cancel police resource requests
  • Register new accounts
  • Manage contacts.

The Reimbursement Overtime Workflow System (ROWS) website has phased out and is no longer redirecting users to the Philadelphia Tax Center. You must go directly to the Philadelphia Tax Center to submit or cancel your police resource requests, register for new accounts, or manage your contacts online. Remember to update your bookmarks.

You don’t need to create a Tax Center username and password to access these services, but be ready to share your Federal Employer ID or Social Security Number. You will need your new account number and the email address associated with your account.

The Department of Revenue sent an email notification to all active users with their new account number. If you did not see this email, check your spam folders. If you are unsure or need help retrieving your account number, call (215) 686-6600.

To request police resources:

  1. Go to the Philadelphia Tax Center homepage
  2. Under the “Police resources” panel, select “Request police resources.”
  3. Carefully read the “Terms and conditions” and hit “Next.”
  4. Enter your new account number, Federal Employer ID or Social Security Number, and email address on file.
  5. Follow the onscreen prompts to complete and submit your request.

Nine taxes with online payment and filing requirements

The following Philadelphia taxes can ONLY be filed and paid electronically after October 3, 2022:

  • Parking Tax
  • Valet Parking Tax
  • Hotel Tax
  • Amusement Tax
  • Mechanical Amusement Tax
  • Vehicle Rental Tax
  • Outdoor Advertising Tax
  • Use & Occupancy Tax
  • Liquor Tax

The short return for Valet Parking Tax, Hotel Tax, Amusement Tax, Vehicle Rental Tax, and Outdoor Advertising Tax will mimic the original coupons you previously used for payment.

Parking Tax filers must complete and submit a worksheet in addition to filing a return. You must be logged in to download the worksheet.

Previously, taxpayers did not need to file a return for Parking Tax, Valet Parking Tax, Hotel Tax, Amusement Tax, Mechanical Amusement Tax, Vehicle Rental Tax, and Outdoor Advertising Tax.

Also, except for Mechanical Amusement Tax, you could pay the above-listed taxes online or by mail with a coupon that also acted as a return. However, you must use the Philadelphia Tax Center to file and pay these taxes from now on. We no longer accept coupons or mailed checks.

While you don’t need a username and password to pay taxes at the Philadelphia Tax Center, you must be logged in to file these returns. Keep in mind that paying these taxes online does not satisfy their electronic filing requirements. You will receive a non-filer notice if you only pay online and fail to file these returns electronically.

The payment and filing frequencies for these taxes remain the same. If you need help or have questions, call (215) 686-6600.

Get Tax Clearance

If you need to get a Philadelphia Tax Clearance certificate, you must visit the “Tax clearance” section of the Philadelphia Tax Center to submit a request.

You must use the Philadelphia Tax Center to request tax clearance certificates starting on October 3. The Tax Compliance System website will redirect you to the Philadelphia Tax Center after that date. Remember to update your bookmarks.

You don’t need a username and password to request tax clearance on the Tax Center. However, creating a username and password can streamline the resolution of tax clearance issues. Once logged in, you’ll have access to direct information about missing returns or payments.

To request a tax clearance certificate:

  1. Go to tax-services.phila.gov
  2. Find the “Tax clearance” panel at the foot of the homepage and select “Request a tax clearance certificate.”
  3. Carefully read the “Warning” and select “Accept.”
  4. On the “Tax clearance request” screen, choose the tax clearance type you need and be ready to share your Federal Employer ID or Social Security Number. Enter your name and hit “Search.”
  5. Follow the onscreen instructions to complete and submit your request.

Commercial Trash Fee

Starting on October 3, customers using the City’s trash and recycling service for their small business, multi-unit, or mixed-use property must use the Philadelphia Tax Center to pay the annual Commercial Trash Fee (previously known as the Refuse Collection Fee). The website you have used will no longer be available after October 3, 2022.

You can also use the Philadelphia Tax Center to:

  • Apply for a Commercial Trash Fee Exemption, and
  • Look up your bills using your OPA number or address

The annual trash collection fee of $500 and payment due dates remain the same. You can pay the $500 fee at once, or in two $250 installments. If you split your payment into two, you must pay the first $250 by December 31 and the second $250 by June 30.

The easiest and fastest way to pay is online at the Philadelphia Tax Center. You don’t need to create a username and password to make payments on the Tax Center:

  • Go to tax-services.phila.gov.
  • Find the “Payments” panel on the Tax Center’s homepage. Select “Make a payment.”
  • Under “Payment options,” pick “Yes” to pay a bill you just received. You will now use the Letter ID found at the top of your bill to pay this fee online. Be aware that your trash bills will not have notice numbers from now on.
  • Otherwise, choose “No” on this same screen and use the dropdown menu to select “Commercial Trash Fees.”

Follow the on-screen instructions to complete and submit your payment.

You don’t need a username and password to use the site, but if you own or manage multiple properties consider creating a username or password. Creating an account on the Philadelphia Tax Center allows you to see all balances on your properties in one place.

File Wage Tax quarterly and electronically

Starting in 2022, you must file quarterly Wage Tax returns online through the Philadelphia Tax Center. We no longer accept paper returns. W-2 forms are not required until the end of February of the following year.

Also, this tax must now be paid electronically on the Philadelphia Tax Center. We no longer accept Wage Tax payments on our old website, or by ACH Debit (over the phone). Payments are due separately from the quarterly returns and are determined by the amount of Wage Tax you withhold. Visit our Wage Tax page to determine your payment frequency.

The quarterly filing due dates for 2022 are provided below.

For existing Philadelphia taxpayers who haven’t already created a Tax Center profile, you must first create a username and password to request a verification letter from us before filing Wage Tax online. It may take 5-10 business days to receive the letter. This step-by-step video will guide you through the process.

Your Philadelphia Tax Identification Number (PHTIN)

You may notice a change in the length and the name we give to your account numbers in the Philadelphia Tax Center. Don’t worry about this change: You can continue to use the old number, as well as Social Security Numbers or Federal Employer IDs to process 2020 (and future) returns, and make payments. Taxpayers who prefer to file on paper, and do not file electronically through the Tax Center, can also continue to file and pay using their previous account numbers. We understand if you no longer wish to use your Social Security number as an identifier.

We are calling your new, personal identifier a Philadelphia Tax Identification Number, or PHTIN. The PTHIN is longer than your old number, but the new system will recognize both the old number or PHTIN when you file or pay a tax. Longer numbers allow us to improve security and support future capacity.

Also, when you log into the Philadelphia Tax Center, you may notice new numbers for each of your accounts. For example, your BIRT account and your Wage Tax account will have different numbers. Don’t worry about this change. They work as reference numbers when you contact the Philadelphia Department of Revenue. They are good to have on hand if you call us: A representative can look up a specific account faster, and respond to questions more accurately. Our staff can also look up accounts using your old account number.

Philadelphia Beverage Tax

Distributors of sweetened beverages in Philadelphia must use the Philadelphia Tax Center to file and pay the Philadelphia Beverage Tax (PBT). You should also use the new website if you need to:

  • Become a registered dealer, and
  • Search for a registered distributor.

The website taxpayers have used to file and pay PBT will no longer be available after November 1, 2021. You can file and pay PBT on the new site for periods prior to November 2021.

The filing frequency for PBT remains the same. You should file and pay this tax by the 20th of each month, for your prior month’s activity. If you are registered to pay PBT, you will need to file a return every month, even if you have no business activity.

If you sell sweetened beverages in Philadelphia, it remains your responsibility to know if your beverages distributor is registered to pay PBT. To search for a registered distributor:

  1. Go to the Philadelphia Tax Center’s homepage.
  2. Under the “Registered Distributors” panel, select “Search for a registered distributor.”
  3. Search for a distributor by name or address.

Taxpayers have been required to file and pay the Philadelphia Beverage Tax electronically since its creation. That remains the same. There are no paper returns or payment coupons for PBT.

Liquor Tax

Like the Philadelphia Beverage Tax, Liquor Tax can ONLY be paid and filed electronically after November 1, 2021. To pay and file Liquor Tax, you must use the Philadelphia Tax Center from now on. Note:

  • We are not issuing and mailing you monthly coupon books for Liquor Tax.
  • You can not download payment coupons from our website.
  • Taxpayers can not pay this tax by mail.

The frequency for filing Liquor Tax returns is also changing. Read on for more details.

To pay

To pay your monthly Liquor Tax on the Philadelphia Tax Center:

  • Log in with a username and password, OR
  • Pay as a guest without logging in (see the Payments panel on the homepage).

Creating a username and password requires receiving a verification letter in the mail. It may take 3-5 business days to receive that physical letter. We do this to keep your tax and personal information safe. Once you have the letter, you can easily and quickly complete the process.

Liquor Tax is paid by the 25th day of each month, for the previous month’s activity. The tax rate and payment due dates for the Liquor Tax are not changing.

To file

You must file quarterly returns for Liquor Tax starting in 2022. The first filing due date in the new schedule is May 2, 2022 (for the January – March period). In the past, returns were filed annually.

You will need to create a username and password to file Liquor Tax returns. You cannot file returns as a guest. To file your quarterly Liquor Tax returns in the Philadelphia Tax Center:

  1. Log in.
  2. Find your Liquor Tax account in the Summary page.
  3. Select the “File, view or amend returns” link.

To register

If you are starting a new business in Philadelphia, you may need to register for a new Liquor Tax account. To register:

  1. Go to https://tax-services.phila.gov.
  2. Select the “Register a new taxpayer” link, under the panel New taxpayers.
  3. Follow the on-screen prompts to create a login and register for a Liquor Tax account.

You will receive an email when your request is reviewed.

As a new taxpayer, you will not receive a verification letter in the mail. Once approved, simply log in to file your Liquor Tax returns as they become due.

Earnings Tax

Earnings Tax filers have the option to complete and submit their returns electronically in the Philadelphia Tax Center. Previously, taxpayers had to file Earnings Tax on a paper return.

It’s worth noting that you can file up to three prior years’ returns online in the Philadelphia Tax Center.

Philadelphia’s Earnings Tax applies to salaries, wages, commissions, and other compensation paid to you as an employee. It is a self-pay and -file tax. If your employer doesn’t collect and pay the City’s Wage Tax on your behalf, you need to file and pay Earnings Tax for yourself. The most common situation for filing and paying the Earnings Tax is when a Philadelphia resident works for an out-of-state employer.

The Philadelphia Tax Center will make filing and paying Earnings Tax more convenient than ever. On average, 11,000 Earnings Tax returns are filed by Philly taxpayers every year.

You can continue completing your Earnings Tax return or paper form, and mail it in, if that is your preference. But moving forward, the Philadelphia Tax Center will be the best way to file and pay Earnings Tax.

Stop using ACH Debit EZ-pay

We are terminating the ACH Debit EZ-pay system as part of the Philadelphia Tax Center’s implementation. After October 27, 2021 you can no longer use this pay-by-phone method for City taxes.

To remain current on these taxes, make electronic payments using the Philadelphia Tax Center. You can make payments by:

  • Logging in with a username and password, OR
  • As guest, with no username or password required.

To pay as a guest, select the “Pay by eCheck” link under the “Payments” section on the homepage.

We encourage you to create a username and password for online payments. This will also allow you to view your tax accounts, update account information, and more.

Creating a username and password for existing customers requires receiving a verification letter in the mail. This process can take a week or more to complete.

Submitting W-2s and 1099s

Employers and payroll service companies must submit W-2s to the City of Philadelphia. This requirement has not changed, but you can no longer submit W-2s through our old FTP site. From now on, use the Philadelphia Tax Center to submit W-2s or 1099 forms.

  • If you have used the Philadelphia Tax Center already, Log in with your username and password.
  • If you have not used the Philadelphia Tax Center previously, go to the homepage and select “Create a username and password” under the “Existing taxpayers” panel. We have a video with step-by-step instructions on how to create a username and password.

Completing the verification process for the first time can take a week or more.

Once you log in, select the tab “More options…” and find the “1099s and W-2s” panel. Select an option and follow the on-screen prompts to submit your W-2s or 1099s.

What to do

If you have an existing tax account

Anyone with an existing City tax account must create a username and password to use the Philadelphia Tax Center to file returns and manage the account(s). The full process requires us to send you a physical letter in the mail and may require 3-5 business days to complete.

These are the steps you should follow:

1. Update your mailing address with the Department of Revenue.

If you are sure that we have your correct mailing address on file, you can skip this step.

If your mailing address with us is incorrect, you will not receive the letter that will allow you to access the Philadelphia Tax Center. Call (215) 686-6600, or complete and mail in a tax account change form, to update your address.

2. Create a username and password.

Go to the Philadelphia Tax Center’s homepage. Under the “Existing taxpayers” panel on the left side of the Philadelphia Tax Center’s homepage, select “Create a username and password.” The site prompts you to:

  • Provide your Social Security number (SSN) or federal Employer Identification Number (FEIN). The SSN or FEIN you provide must match the information we have on record. You can also use your Individual Taxpayer Identification Number (ITINs) to create a username and password.
  • Provide some contact information.
  • Create a username and password (save these, you will need them in the next step).

3. Request a verification letter.

Return to the homepage. In the top right, enter your username and password in the fields provided, and select the blue “Log in” button.

Download the Google Authenticator app to complete the two-step authentication setup. You can also use an email address to complete the two-factor authentication. Follow the steps to Request an Access Letter.

Once you select Submit, The Department of Revenue sends a physical letter to your address on file. If your address on file is incorrect, you will not receive this letter and will be unable to use the Philadelphia Tax Center. While the wait can be a burden, we do this to keep your tax and personal information safe.
Until you receive your letter, you can’t view your account(s) or file a return.

4. Log in to your account.

Once you’ve received your letter in the mail, return to the Philadelphia Tax Center’s homepage. Your one-time-use Letter ID is printed on the letter.

On the top right of the homepage, enter your username and password in the fields provided, and select the blue “Log in” button.

In the “Verify access letter” webpage, enter your Letter ID, and select “Submit.” You now have access to your accounts.

It will take at least 3-5 business days between when you first create a username and password and when you can file a return for the first time. If it is your payment due date and you are waiting for an access letter to arrive in the mail, pay your tax electronically in the Philadelphia Tax Center as a guest. To pay as a guest, select one of the options under the “Payments” section of the homepage.

Make sure to use the Philadelphia Tax Center to file and pay fees and all Philadelphia taxes. Remember to update your bookmarks with this new link: tax services.phila.gov.

The Philadelphia Tax Center is now the Department of Revenue’s official tax filing and payment website. The site is designed to streamline your online tax filing and payment experience. It is mobile and tablet-friendly and accessible in Spanish.

You can use the Philadelphia Tax Center if you have at least one account for any of these tax types:

You don’t need a username and password to pay taxes on this website, but creating a username and password unlocks your access to additional features and flexibility.

If you are a third-party tax professional, you can create a username and password for the site without being an active taxpayer in Philadelphia. Third-party tax professionals must request account access from the taxpayer to file, view, and pay returns on their behalf.

What happens to your old tax account numbers

Your existing Philadelphia taxpayer identification number is changing from seven digits to 10 digits. It will be the same number, with three zeros added at the beginning. For example, if your previous number was 1112223, your new number will be 0001112223.

We are calling your unique, account identifier a Philadelphia Tax Identification Number, or PHTIN.

Taxpayers will have a new, unique number for each of their accounts. Accounts will no longer share numbers.

If you are a new taxpayer

If you do not have an existing City tax account, the following instructions are for you.

1. Start registration.

Under the “New taxpayers” panel on the middle of the Philadelphia Tax Center’s homepage, select “Register a new taxpayer.”

To start, the site asks if you are a tax professional registering on behalf of a client. If you are, select “Yes.”

Everybody else should select “No.”

2. Answer questions and provide information.

The site asks you to answer a series of questions to help guide your registration process. Be ready to provide:

  • Your entity type and business structure.
  • The Philadelphia tax types you expect to file and pay.
  • Contact information.

Follow the on-screen prompts to complete registration. The last step is to create a username and password.

3. Use your account.

As a new taxpayer or tax professional, you will not receive a verification letter in the mail. Use your new username and password to log in to your account and start using the Philadelphia Tax Center immediately.

Requesting a Real Estate Tax refund

Sometimes, taxpayers make an overpayment on a Real Estate Tax account. In most cases, the credit generated for a particular tax year is applied to the following year unless you request a refund.

You can now request a Real Estate Tax refund electronically on the Philadelphia Tax Center. The process is faster and easier than using paper. The website lets you view any refundable credits on your account. A username and password aren’t required. All you need is your address.

To get started with your electronic refund petition:

  1. Go to tax-services.phila.gov
  2. Find “Search for a property” on the homepage and enter your street address.
  3. Select “Search.” Your property’s OPA number will appear in blue on the right side of this same screen. Select it and proceed to the next screen, where you can view a summary of your property account.
  4. If there’s a refundable credit on your account, you will see a blue “Apply for a refund” link on the right side of this screen. Select it and enter your entity type and relationship to the property
  5. Complete all sections on the “Property refund petition” screen and follow the onscreen instructions to submit your refund request.

When we receive your refund request, we will review it. The normal processing time is six to ten weeks. Be aware that we can only provide status updates on refund requests once we have accepted a submission. Once approved, you can easily track your submission or get status updates on your refund request using the “Where’s My Refund” link under the “Refunds” panel on the Philadelphia Tax Center’s homepage. No username and password required.

Registering a disregarded entity

To set up a Disregarded Entity, please call 215-686-6600.  

If you would rather complete full registration of your entity on the Philadelphia Tax Center, you must have an existing Business Income and Receipt Tax (BIRT) account with us, as you will need the FEIN or SSN for that account to access your Disregarded Entity.  

Taxpayers with existing BIRT accounts 

Currently, registering a Disregarded Entity online is a two-step process for taxpayers with an existing username and password for their BIRT accounts. Before getting started, you must create a different email address and create a new, temporary username to register your Disregarded Entity – here’s how:  

STEP 1 – Register your entity 

  • Go to https://tax-services.phila.gov  and select “Register a new taxpayer” under the “new taxpayers” panel on the Philadelphia Tax Center’s homepage. 
  • Pick “no” under “Registration type” and select “Next.”
  • On the “Entity type” screen, pick “I know my entity classification”, then choose “Disregarded Entity” under “Entity classification”. 
  • If registering as a single-member disregarded entity, you must pick “individual” on the “Entity sub-classification selection” screen. If your entity is a limited liability company, you must choose “Limited liability company” on this screen.

 Follow the onscreen prompts to complete your registration process.  

 Step 2 –Link your accounts by requesting “third-party” access 

  • Log into your Tax Center profile. To do this, you can either use:
    • The newly created Disregarded Entity username and password (if that’s your only username and password). 
    • Or a Disregarded Entity or a BIRT account username and password if you have both. Your BIRT account username and password grants you access to other accounts, including your Disregarded Entity account. 

After accessing your Disregarded Entity through your BIRT account, you no longer need the newly created username and password. Remember, without a registered BIRT account, you can’t set up a Disregarded Entity on the Philadelphia Tax Center.

Online services that do not require an account 

You can take advantage of several services on the Philadelphia Tax Center without signing in to an account.

You do not need a username and password to: 

Make a payment by eCheck or credit card

To make a payment, you need to know your FEIN, SSN, or Philadelphia tax ID number (PHTIN). You can also use the Letter ID found on the payment voucher of the letter or bill you received.  

To get started, see the “Payments” panel on the right side of the homepage. Choose your preferred payment method, and follow the on-screen prompts to complete your payment. Use eCheck for free. Payments with a credit card come with a service fee.

Request a refund

To request a refund, you need to know your FEIN, SSN, or PHTIN. You will also need to provide your mailing address, W-2 information, and Compensation/Sales/Expense information.  

To get started, see the “Refunds” panel on the lower-left side of the homepage. Follow the on-screen prompts to complete your refund request. 

Once you submit your refund request, the Department of Revenue will review it. At this time we cannot provide status updates on refund requests until we’ve issued a check. The normal processing time is six to eight weeks. 

Print a payment voucher

To print a payment voucher, you need to know your FEIN, SSN, or Philadelphia tax ID number.

To get started, choose “Pay by mail” under the “Payments” panel on the homepage. The site preselects the payment method, but you must enter your tax information to proceed. Enter your preferred ID type (i.e., your FEIN, SSN, or Philadelphia tax ID) under “Taxpayer information” and select “Next.” Follow the on-screen prompts to complete the process and print your voucher. Printing a payment voucher is free. Follow the instructions on the voucher to mail in your payment.

Respond to other letters sent by the Department of Revenue

To respond to letters from Revenue, you need the Letter ID, which was printed on the letter you received from us in the mail.  

To get started, see the lower-middle “Submissions” panel on the homepage. Then, select “Respond to a Letter,” and enter your Letter ID. Follow the on-screen prompts to respond to the letter that we sent you.

Nuevo sistema para presentar y pagar impuestos

El nuevo sitio web es la mejor manera de presentar y pagar la mayoría de los impuestos comerciales de 2021 de forma electrónica. Eventualmente, usted encontrará todos nuestros impuestos y servicios en línea en el sitio.

En la primera fase, podrá:

  • Presentar y pagar los principales impuestos comerciales de Filadelfia,
  • Abrir y cerrar cuentas,
  • Solicitar reembolsos,
  • Solicitar acuerdos de pago y programas de crédito fiscal, y
  • Enviar mensajes seguros a nuestros representantes.

Continúe leyendo esta guía para obtener más información sobre el Philadelphia Tax Center, qué es lo que está cambiando, y cómo puede prepararse. También puede apuntarse para recibir actualizaciones sobre este nuevo sitio web (en inglés) por correo electrónico.

Que deben hacer los contribuyentes

Los pasos para conectarse por primera vez al Philadelphia Tax Center (Centro de Impuestos de Filadelfia) son diferentes dependiendo de si usted:

  • Ya tiene una cuenta para impuestos de Filadelfia, o 
  • Es un nuevo contribuyente de Filadelfia 

 A continuación, detallamos los pasos a seguir en los dos casos. 

Ya tengo una cuenta de impuestos de Filadelfia 

Si usted ya tiene una cuenta de impuestos de Filadelfia, estos son los pasos para utilizar el Philadelphia Tax Center:

1. Actualice su dirección postal con el Departamento de Ingresos.

Si está seguro que su dirección postal en nuestro registros está al día, puede saltarse este paso.

Si su dirección en nuestros registros es incorrecta, no recibirá la carta necesaria para acceder a su cuenta en el nuevo sitio web. Si necesita actualizarla, por favor llame al (215) 686-6600.  Podemos atenderle en español.

2. Crear nombre de usuario y contraseña.

En el cuadro titulado “Contribuyentes existentes” en el lado izquierdo de la página de inicio, seleccione “Crear un nombre de usuario y contraseña”. El sistema le pedirá:

  • Ingresar su número de seguro social (SSN) o número federal de identificación de empleador (FEIN). Estos números deben ser idénticos a los que tenemos para usted en nuestros registros,
  • Ingresar información de contacto,
  • Crear un nombre de usuario y una contraseña (guárdelos, los necesitará en el próximo paso).

3. Solicite una carta de acceso.

Regrese a la página de inicio. En la parte superior derecha, ingrese su nombre de usuario y contraseña y seleccione el botón azul “Iniciar sesión”.

Descargue la aplicación Google Authenticator para completar la configuración de autenticación de dos pasos. Siga las instrucciones para Solicitar una carta de acceso.

Una vez que seleccione Enviar, el Departamento de Ingresos enviará una carta física a su dirección postal. Si su dirección registrada es incorrecta, no recibirá esta carta y no podrá utilizar el Philadelphia Tax Center. Si bien la espera de una carta por correo puede ser un poco larga (más o menos una semana), este proceso nos ayuda a proteger su información personal y fiscal.

Hasta que reciba su carta, no podrá consultar sus cuentas fiscales o presentar una declaración.

4. Inicie una sesión y vea su cuenta.

Una vez que reciba la carta por correo, vaya a la página de inicio del Philadelphia Tax Center. Su ID de carta (Letter ID), es de uso único, estará impresa en la carta que recibió por correo y comienza con la letra “L”.

En la parte superior derecha, ingrese su nombre de usuario y contraseña y seleccione el botón azul “Iniciar sesión”.

En la página web “Verificar carta de acceso”, ingrese su ID de carta y seleccione “Enviar”. Ahora tiene acceso a sus cuenta o cuentas.

Por favor, espere al menos una semana entre cuando solicite su carta y el momento en que inicia una sesión para presentar una declaración.

Si es necesario, puede continuar presentando declaraciones en nuestro antiguo sitio web durante varios meses después de noviembre de 2021, pero debe pagar todos los impuestos a través del Philadelphia Tax Center después de esa fecha.

También puede pagar como “invitado” en el sitio, sin necesidad de un inicio de sesión. Basta con seleccionar una opción bajo el cuadro ‘Pagos’ de la página de inicio.

Puede utilizar el Philadelphia Tax Center si tiene al menos una cuenta para cualquiera de los tipos de impuestos siguientes:

  • Impuesto sobre la Renta y Recibos Comerciales (BIRT)
  • Impuesto a las Ganancias Netas (NPT)
  • Impuesto al Ingreso Escolar (SIT)
  • Impuesto al Salario (Wage Tax)
  • Impuesto a las Ganancias (Earnings)
  • Impuesto sobre las Bebidas Alcohólicas
  • Impuesto sobre las bebidas Azucaradas (PBT)
  • Impuesto al Tabaco  

Si es un contador o profesional de impuestos, usted también puede crear un nombre de usuario y contraseña para este sitio, sin ser un contribuyente activo de Filadelfia. Los profesionales de impuestos deben solicitar acceso a la cuenta del contribuyente para presentar declaraciones y pagar impuestos en su nombre. 

También puede ver este video con instrucciones para conectarse por primera vez como un contribuyente existente.

¿Qué sucederá con mis números de cuenta de impuestos anteriores?

Su número de identificación de contribuyente de Filadelfia de 7 dígitos cambiará a 10 dígitos. Será el mismo número, con tres ceros añadidos al principio. Por ejemplo, si su número anterior era 1112223, su nuevo número será 0001112223. 

Los contribuyentes tendrán un número nuevo y único para cada una de sus cuentas. Las cuentas ya no compartirán números. 

Soy un nuevo contribuyente en Filadelfia 

Si NO tiene una cuenta de impuestos de Filadelfia existente, los siguientes pasos son para usted.

1. Inicie la registración.

En el cuadro “Nuevos contribuyentes” en medio de la página de inicio del sitio web, seleccione “Registrar un nuevo contribuyente”.

Para comenzar, el sitio le pregunta si es un profesional de impuestos (contable, asesor, etc.). Si es su caso, seleccione “Sí”.

Todos las demás personas deben seleccionar “No”.

2. Responda preguntas y proporcione información.

El sitio le pide que responda una serie de preguntas para guiar su registración. Esté preparado para proporcionar:

  • Su tipo de entidad y estructura comercial.
  • Los tipos de impuestos de Filadelfia que espera presentar y pagar.
  • Información de contacto.

Siga las indicaciones en pantalla para completar su registración. El último paso es crear un nombre de usuario y una contraseña.

3. Utilice su cuenta.

Como nuevo contribuyente o profesional de impuestos, no recibirá una carta de verificación por correo. Use su nuevo nombre de usuario y contraseña para ver su(s) cuenta(s) y comience a utilizar el Philadelphia Tax Center de inmediato.

Servicios en línea que no requieren un inicio de sesión

Usted puede aprovechar de varios servicios en línea en el Philadelphia Tax Center sin la necesidad de iniciar una sesión.

No necesita un nombre de usuario y contraseña para:

Hacer un pago con eCheck o con tarjeta de crédito

Para hacer un pago, debe conocer su SSN, FEIN o número de identificación fiscal de Filadelfia (PHTIN). También puede utilizar un ID de carta (Letter ID) localizada en cualquier factura o carta que recibió.

Para comenzar, vea el cuadro “Pagos” en el lado derecho de la página de inicio. Escoja un método de pago y siga las instrucciones en pantalla para completar su pago. Utilice eCheck de forma gratuita.

Los pagos con tarjeta de crédito vienen con una tarifa de servicio.

Solicitar un reembolso

Para solicitar un reembolso, debe conocer su SSN, FEIN, o PHTIN. También tendrá que proporcionar su dirección postal, información W-2 e información de compensación, ventas o gastos.

Para comenzar, vea el cuadro “Reembolsos” en el lado inferior izquierdo de la página de inicio. Siga las instrucciones en pantalla para completar su solicitud de reembolso.

Una vez que envíe su solicitud de reembolso, el Departamento de Ingresos la revisará. En este momento, no podemos proporcionar actualizaciones sobre el estado de las solicitudes de reembolso hasta que hayamos emitido un cheque. El tiempo normal de procesamiento es de seis a ocho semanas.

Responder a otras cartas enviadas por el Departamento de Ingresos

Para responder a las cartas provenientes del Departamento de Ingresos, necesita el ID de carta (Letter ID), que encontrará impresa en la carta.

Para comenzar, vea el cuadro “Presentaciones” en la parte inferior media de la página de inicio. Luego, seleccione “Responder a una carta” e ingrese su ID de carta. Siga las instrucciones en pantalla para responder a la carta que le enviamos.

Cambios importantes

En el nuevo sitio web se verá obligado/a a presentar y pagar algunos impuestos de manera diferente. A continuación, encontrará una descripción detallada de los cambios importantes que debe tener en cuenta.

Su nuevo número de identificación de impuestos: el PHTIN

Usted se dará cuenta que su número de identificación existente (Tax account ID) ha cambiado. Ahora es más largo y tiene un nuevo nombre: Philadelphia Tax Identification Number, o PHTIN por sus siglas en inglés.

Los PHTIN tienen 10 dígitos y son generados por el Philadelphia Tax Center de forma automatizada. Estos números no reflejan de su número de seguro social (SSN) o su identificación de empleador federal (FEIN). Para convertir los números que ya existen en nuestros registros, estamos agregando ceros. Por ejemplo, si su

Tax account ID antes era 1112223,
Su nuevo PHTIN ahora es 0001112223.

Si paga más de un impuesto de Filadelfia (ejemplo: Impuesto a las Bebidas Alcohólicas y el Impuesto a las Bebidas Azucaradas), estamos asignando un número diferente para cada uno de ellos. Las cuentas de impuestos ya no comparten el mismo número, incluso si pertenecen al mismo contribuyente o la misma empresa.

Impuesto a las Bebidas Azucaradas (Philadelphia Beverage Tax)

A partir del 1 de noviembre, los distribuidores de bebidas azucaradas en Filadelfia deben utilizar el Philadelphia Tax Center para presentar y pagar el Impuesto a las Bebidas Azucaradas (PBT, por sus siglas en inglés). También debe utilizar el nuevo sitio web si necesita:

  • Declararse un minorista registrado (registered dealer), y
  • Buscar un distribuidor registrado.

El sitio web que los contribuyentes han utilizado para presentar y pagar el PBT en el pasado ya no estará disponible después del 1 de noviembre de 2021. Sí puede presentar declaraciones y pagar el PBT en el nuevo sitio para períodos anteriores a noviembre de 2021.

La frecuencia de presentación de PBT sigue siendo la misma. Debe presentar y pagar este impuesto antes del día 20 de cada mes, por la distribución de bebidas durante el mes anterior. Si está registrado para pagar PBT, debe presentar una declaración todos los meses, incluso si no tiene actividad comercial.

Si usted vende bebidas azucaradas en Filadelfia, es su responsabilidad saber si su distribuidor de bebidas está registrado para pagar PBT. Para buscar un distribuidor registrado:

  1. Vaya a la página de inicio del Philadelphia Tax Center.
  2. En el cuadro entitulado “Distribuidores registrados”, seleccione “Buscar un distribuidor registrado”.
  3. Busque un distribuidor por nombre o dirección postal.

Los contribuyentes están obligados a presentar declaraciones y pagar el PBT electrónicamente desde la creación del impuesto. Esto sigue siendo el caso. No hay formularios en papel ni cupones de pago para el PBT.

Impuesto a las Bebidas Alcohólicas
(Liquor Tax)

Al igual que el Impuesto a las Bebidas Azucaradas, el Impuesto a las Bebidas Alcohólicas (Liquor Tax) SÓLO se puede pagar y presentar de forma electrónica de ahora en adelante. Para pagar y presentar el Impuesto a las bebidas Alcohólicas, tiene que usar el Philadelphia Tax Center. La frecuencia de presentación de declaraciones de este impuesto también está cambiando. Siga leyendo para obtener más detalles.

Para pagar

Para pagar su impuesto mensual a las bebidas alcohólicas en el Philadelphia Tax Center:

  • Inicie una sesión con un nombre de usuario y contraseña, o
  • Pague sin iniciar una sesión (vea el cuadro Pagos en la página de inicio).

Tenga en cuenta: Para crear un nombre de usuario y una contraseña, es necesario recibir una carta de verificación por correo. Puede tomar de 5 a 10 días hábiles recibir esta carta, y una semana o más para completar el proceso. Tomamos esta medida para proteger su información fiscal y personal.

Los contribuyentes ya no pueden pagar el Impuesto a las Bebidas Alcohólicas por correo. Ya no emitimos ni le enviaremos cupones de pago por correo. Ya no puede descargar cupones de pago desde nuestro sitio web.

El Impuesto a las Bebidas Alcohólicas se paga el día 25 de cada mes, por la actividad del mes anterior. La tasa impositiva y las fechas de vencimiento del pago de este impuesto no están cambiando.

Para presentar declaraciones

Sin embargo, ahora debe presentar declaraciones trimestrales para el impuesto a las Bebidas Alcohólicas. Debe presentar su primera declaración el 2 de mayo de 2022 (para el período de enero a marzo). En el pasado, las declaraciones se presentaban una vez al año.

Deberá crear un nombre de usuario y una contraseña para presentar las declaraciones del Impuesto a las Bebidas Alcohólicas. Para presentar sus declaraciones:

  1. Inicie una sesión en https://tax-services.phila.gov,
  2. Busque su cuenta de Bebidas Alcohólicas en la página de Resumen,
  3. Seleccione el enlace “Presentar, ver o modificar declaraciones”.

Para registrarse

Si usted está abriendo un nuevo negocio en Filadelfia, es posible que deba registrarse para una nueva cuenta del Impuesto a las Bebidas Alcohólicas. Para registrarse:

  1. Vaya a https://tax-services.phila.gov,
  2. Seleccione el enlace “Registrar un nuevo contribuyente”, bajo el cuadro Nuevo contribuyente.
  3. Siga las instrucciones en pantalla para crear un nombre de usuario y contraseña, y solicitar su nueva cuenta.

Recibirá un correo electrónico cuando se revise su solicitud.

Como nuevo contribuyente, usted no recibirá una carta de acceso por correo. Una vez aprobado, simplemente inicie sesión para presentar sus declaraciones del Impuesto a las Bebidas Alcohólicas cada tres meses.
