Electronic funds transfer (EFT)

IMPORTANT UPDATE: The Department of Revenue can no longer add new participants into our ACH Debit payment program. We will accept payments only from existing participants until further notice.

Please note, you don’t need ACH Debit to make an electronic payment to the City. Use eCheck for secure and free payments, or a credit/debit card (will include a processing fee). Thank you.

Most tax payments can be made electronically via our free Electronic Funds Transfer (EFT) program. This type of payment comes directly out of your bank account, which means you don’t have to submit a payment through our website or by mail.

EFT payments go through an electronic system called the Automated Clearing House (ACH) Network. This service is free to use, but you must apply to join the program.

Please refer to the EFT-ACH user’s manual for an overview of the EFT-ACH program, including a description of how it works and instructions on how to make payments.

Automated Clearinghouse (ACH) payment types

There are two different types of ACH payments available. Read the EFT-ACH user’s manual to see which is appropriate for you. Once you’ve decided, you’ll need to fill out and return the appropriate application.

ACH Debit & Credit
With ACH Debit, payments can be initiated via a touch-tone or operator-assisted phone call.

When you use ACH Credit, your financial institution debits your bank account and credits the City of Philadelphia’s bank account.
