Managing Director's Office

Divisions

The Managing Director’s Office (MDO) oversees the following divisions:

  • Capital Program Office
  • Community Services
  • General Services
  • Health and Human Services
  • Office of Children and Families
  • Office of Transportation and Infrastructure Systems

The MDO also provides strategic oversight and support for the Philadelphia Fire Department, Department of Prisons, Department of Licenses and Inspections, Office of Emergency Management, and the Office of Integrated Data for Evidence and Action.

Community Services

Community Services engages residents and coordinates equitable access to City services that improve the quality of life for all residents. It supports initiatives that make it possible for every individual to flourish.



Health and Human Services (HHS)


Office of Children and Families (OCF)

OCF aligns the City’s policies, resources, and services for children and families. Its priorities are safe children, strong families, and supported schools and communities. OCF administers a number of City-supported programs, including Out-of-School Time, Career Connected Learning PHL, and PHLpreK.

Office of Transportation and Infrastructure Systems (OTIS)

OTIS coordinates policy, planning, and decision-making among the entities that manage local transportation and utilities infrastructure. This includes the Philadelphia Gas Works (PGW), Delaware Valley Regional Planning Commission (DVRPC), Pennsylvania Department of Transportation (PennDOT), Southeastern Pennsylvania Transportation Authority (SEPTA), and Port Authority Transit Corporation (PATCO).
