As a regulatory agency, Licenses and Inspections (L&I) is committed to protecting consumers in the City of Philadelphia. In light of this pledge, the Department now requires the licensing of private home inspectors. Applications will be made available for inspectors who work in Philadelphia.
Licenses and Inspections collaborated with the Pennsylvania Home Inspectors Coalition (PHIC) and the Greater Philadelphia Association of Realtors (GPAR) to update the 1990 local home inspection laws. The Department now issues the Private Home Inspector License to those who are certified members of a nationally recognized home inspection association that are accountable to uphold the standards and requirements mentioned in STATE ACT 114.
The Private Home Inspector License is $300.00. The license is good for three years, provided that the licensee's insurance requirements are maintained.
In addition to insurance, private home inspectors must maintain their status as a full member in good standing with a national home inspection association. A national home inspection association: must be operated on a non-profit basis; may not be operated as franchise; must have members in more than ten states; and must require a full member to have performed or participated in more than one hundred paid home inspections. Full members must have passed a recognized or accredited exam testing knowledge of the proper procedures for conducting home inspections. They must also comply with a code of conduct and attend continuing professional education classes as an ongoing condition of membership.
