Current Consolidated Plan
DHCD’s current Consolidated Plan covers the City’s 2016-17 fiscal year, which runs from July 1, 2016 to June 30, 2017. It was submitted to HUD on June 30th electronically.
It’s called the Year 42 Consolidated Plan because it is the 42nd Plan Philadelphia has submitted to HUD.
The Plan describes the activities the City expects to take in a fiscal year, and outlines the budgets for those activities. For Year 42, those activities and budgets are presented in a new format.
When OHCD submits the Plan to HUD, it will now do so electronically through a program called IDIS. The new Plan format mirrors the IDIS format so that HUD and the public, which does not have access to IDIS, are seeing the Plan in the same way.
The Year 42 Consolidated Plan focuses on four key areas:
- Preventing homelessness by keeping people in their homes
- Increasing affordable housing by producing new units
- Strengthening communities by eliminating blight and promoting neighborhood planning
- Creating jobs by attracting and retaining businesses
