The Division of Housing and Community Development (DHCD) usually selects organizations to develop affordable housing or provide housing services through:

  • Requests for Proposals (RFPs).
  • Requests for Qualifications (RFQs).
  • Requests for Applications (RFAs).

RFP for Housing Counseling

The City of Philadelphia’s Division of Housing and Community Development (DHCD) is soliciting proposals for Housing Counseling activities for Fiscal Year 2021 beginning July 1, 2020. Funding will be provided through the federal Community Development Block Grant (CDBG) program and other local funds for services to residents of Philadelphia. Eligible applicants must be non-profit, in accordance with the federal tax code 501(c) (3). Specifically, DHCD requests proposals for housing counseling services in the areas of foreclosure prevention in owner-occupied homes (both in mortgage and tax foreclosures), first-time homebuyer opportunities, and rental opportunities (new and eviction prevention). All proposals must be submitted electronically through the eContract Philly online application process at  https://secure.phila.gov/eContract/. Applicants who have failed to file complete applications through the eContract Philly online application process will not be considered for the contract. Proposals must be received no later than 5:00 p.m. Philadelphia, PA, local time, on April 30, 2020.
