RFP For 4% LIHTC Project Gap Financing
The Division of Housing and Community Development (DHCD) and the Philadelphia Housing Development Corporation (PHDC) are soliciting proposals to finance the production or preservation of affordable housing using the City’s H.O.M.E. Bond funds, the City’s Housing Trust Fund, federal HOME Investment Partnership Program funds, and other funding sources as designated by DHCD and PHDC. This Request for Proposals (RFP) is intended to provide gap financing ONLY for Projects utilizing tax-exempt bond financing in connection with 4% Low-Income Housing Tax Credits (LIHTC) and does not apply to Projects seeking 9% LIHTC allocations.
