The Division of Housing and Community Development (DHCD) wants public input on the actions it takes and the decisions it makes. Sometimes that input takes place at a public hearing. In other instances we ask the public to submit written comments. In all cases DHCD’s requests for input will be found here.

Public Hearing on Preliminary Annual Action Plan 2017-18
The City of Philadelphia’s Division of Housing and Community Development (DHCD) will hold a public hearing to solicit comments on its 2017-18 Preliminary Consolidated Plan (July 1, 2017 – June 30, 2018) for the proposed utilization of federal funds through the Community Development Block Grant, HOME, Housing Opportunities for Persons with AIDS (HOPWA), and Emergency Solutions Grant (ESG). Funding amounts for these programs are not yet known. The Preliminary Consolidated Plan budget is based on the 2016-17 amounts: (CDBG: $38.807 million; HOME: $8.429 million; HOPWA: $7.301 million; ESG: $3.515 million). Funding amounts from the Commonwealth of Pennsylvania are not yet known.

Those wishing to testify MUST REGISTER by calling this phone number by April 25. Requests for specific times will be honored on a first-come, first-served basis. One speaker from each group, please, but group members are welcome to attend. Please bring five copies of your written testimony with you. Also during this hearing, questions will be accepted on the City’s plan to apply to DCED for Keystone Communities funding.
*The hearing will begin promptly at 2 p.m. and will end when the last speaker has testified.
