What is the Basic Systems Repair Program?
The Basic Systems Repair Program (BSRP) provides free repairs to the electrical, plumbing and heating systems of owner-occupied homes in Philadelphia. BSRP may also provide free replacement of a house’s roof if major interior damage such as a collapsing ceiling is evident.
Unfortunately there is currently a very long waiting list for this program.
What types of problems are repaired?
You can apply for free major systems repairs if your home’s problems include:
- Exposed wires
- Blinking lights
- Dangerous electrical conditions
- Leaking or broken sewer line
- Leaking or broken water service line
- Violation notice from the Water Department
Note: All hazardous conditions must be resolvable within grant limits in order for any work to be performed.
What if my heater needs to be repaired?
The Heater Hotline provides free emergency heater repairs for eligible households. If the Heater Hotline staff determine that your heater needs to be replaced, they will forward your application to BSRP.
To apply for heater repairs only, call the Heater Hotline at 215-568-7190.
Who is eligible?
To be eligible for free repairs, you must own and live in the house with the problems. It must be a single-family house located in Philadelphia. You may not own another residential property, and you must be current on your property taxes. Your annual income cannot be more than the amount listed below for the number of people living in your home.

For households larger than eight, add $6,270 for each member.

How do I apply?
Applications are only taken by telephone. Before you call, collect the following information to give to the hotline operator:
- Amount of total annual household income
- Source of that income (employment, SSI, DPA, etc.)
- Number of people in your household
- Your Social Security number
