In most cases, the City of Philadelphia follows the 2018 International Code Council’s (ICC) family of codes with local exceptions.

1 The accessibility provisions of the 2018 International Codes shall apply. The 2021 accessibility provisions adopted under the PA Construction Code Act are rescinded.
2 The residential provisions of the 2015 IRC, 2015 IECC, and 2014 NEC may be applied to applications filed up to August 13, 2022. Please see Code Bulletin B-2202 for more information.
3 The 2018 Philadelphia Plumbing Code amendments that took effect on April 1, 2024, are not yet available on the ICC site. Please see the American Legal and the FAQ for a summary of the recent changes.
