This Acquisition section is directed to developers who need public assistance in acquiring property to complete a development. OHCD can assist you with the assembly of parcels of land for development and guide you through the process.

To apply, obtain a Property Acquisition Request Form from OHCD. Click here for the form. Return the completed form to both OHCD and the District Councilperson.

RDA Acquisition
The RDA can use its powers of eminent domain to condemn privately owned, blighted property when there are specific redevelopment plans with demonstrated financing. Applicants are required to pay all direct and administrative costs. This process clears title to the property and is useful in cases where the owner of record cannot be located.

Condemnation Process

Acquisition
The City allocates funds to support the acquisition of vacant and underutilized land for redevelopment. Developers, CDCs and realtors interested in obtaining a property are invited to submit requests seeking public assistance in the assembly of land or request the sale of land currently in public ownership. All requests are reviewed by the NTI Interagency Review Team (IART), using the following criteria:

  • consistency with neighborhood plans and suitable strategic reuse of the existing site;
  • feasibility and readiness of the project;
  • a demonstrated commitment of resources to complete the project;
  • neighborhood, private and public support for the proposed project;
  • project’s ability to maximize the redevelopment of vacant land and minimize displacement of existing residents; and
  • project’s ability to impact the overall development of the neighborhood and provide a needed service in the area.
