Community Planning Division

The staff is responsible for district planning, neighborhood planning, urban renewal planning, citizen outreach, and transportation studies related to community development.
The #1 work priority for the division is the preparation of district plans that are part of the Philadelphia2035 comprehensive planning process. Community planners are assigned to geographic sections of the city and serve as liaisons between community groups and the City Planning Commission. We administer the Registered Community Organization (RCO) program, established under the new zoning code, and we use Community Planning Guidelines to coordinate with independent community-based plans. Division staff have published many area plans, neighborhood plans, blight certifications and redevelopment reports. The Philadelphia Rowhouse Manual was also produced by staff of the division.
