The Philadelphia Zoning Code is intended to promote sound planning principles, sustainable and environmentally responsible practices, growth and economic development, and fair and consistent procedures.


In June 2016, the City Planning Commission updated its regulations pertaining to the mission, procedures and functions of the agency.

Review Requirements

Planning Commission review and signature is a prerequisite for many plans seeking permits through the Department of Licenses and Inspections (L&I).

  • All revisions to lot lines
  • New construction projects
  • Projects within the Wissahickon Watershed
  • Projects built in floodplains
  • Changes to master plan districts
  • Landscaping around telecommunication towers
  • Facade review on certain blocks of Chestnut, Walnut, and Broad Streets (Urban Design Unit)
  • Changes in Neighborhood Conservation Districts (Urban Design Unit)
