Continuum of Care COC

The Philadelphia Continuum of Care (CoC) Board is the primary decision making body of the CoC and is responsible for approval of all CoC policies, procedures, and funding decisions. Decisions are made with input from the CoC Advisory Committee, Standing Subcommittees, and the Office Homeless Services.

The CoC Board must represent the relevant organizations and projects serving homeless subpopulations, such as persons with substance use disorders; persons with HIV/AIDS; veterans; the chronically homeless; families with children; unaccompanied youth; the seriously mentally ill; and victims of domestic violence. One board member may represent the interests of more than one homeless subpopulation, and the board must represent all subpopulations within the CoC to the extent that someone is available and willing to represent that subpopulation to the board.

Continuum of Care Funding

The Office of Homeless Services serves as the Collaborative Applicant for Continuum of Care (CoC) Program funding through the U.S. Department of Housing and Urban Development. In 2015, Philadelphia was awarded $35.5 million in CoC Program funding to support 102 homeless assistance projects representing over 2500 units of housing for households experiencing homelessness.
