The Office of Homeless Services is organized into three units.


With the goal of achieving housing stability for all who are served, Housing prevents and diverts people from becoming homeless; oversees emergency shelter for people who are homeless; and connects Philadelphia’s most vulnerable with long-term housing options that include rental assistance and supportive services.

Policy, Planning, and Performance (P3)

P3 designs and develops the essential planning, policy, information management, performance standards, funding, and learning systems for OHS so it successfully fulfills its mission.

Administrative Services

Responsible for budget and finance, contract administration, human resources, facility and asset management, and information technology.
