Development Research Tools and Resources

Tools are available to both help a business or projects determine nearby assets, as well as guide development through the approval and regulatory processes.

City Maps
CityMaps
is an online tool created by the City of Philadelphia to facilitate the public’s understanding of available services and zones surrounding particular land parcels in Philadelphia. The tool will map, among other things, a parcel’s current zoning, aerial photograph, nearby public facilities such as hospitals and bus routes, and service areas including police districts and City Council districts.

Developer Services Committee
The Development Services Program is an important resource available to developers of any major development project involving either new construction or substantial rehabilitation of existing property within the City of Philadelphia. Coordinated by the Department of Commerce, the program assists developers in the approval and regulatory process, as well as the coordination of utilities and required public infrastructure improvements. The primary goals of the Development Services Program are to streamline the development process and to provide a focal point for any public participation. The program assists the developer in:

  • Determining the necessary regulatory and legal approvals
  • Reviewing the requirements of affected utility providers
  • Determining any necessary public actions
  • Determining and establishing a schedule for project implementation of approvals, utility activity, and public actionsdentifying Available Resources

The program does not eliminate or replace the standard approval process (e.g., zoning, building permits, etc.) nor does it substitute for the developer's legal responsibility to conform to all applicable laws, ordinances, rules or regulations. Participating organizations on the Committee include:

  • Department of Licenses & Inspection
  • Department of Public Property
  • Managing Director's Office
  • Streets Department
  • Water Department
  • PECO Energy
  • Philadelphia Gas Works
