Harold T. Epps is a business leader with over 30 years of corporate experience in providing high-performance products and solutions for complex and compliance-driven industries. As director of Commerce, he oversees and implements policies to help both small businesses and major corporations in Philadelphia thrive. Formerly, Harold was the vice-chairman of the board of PRWT Services and served as PRWT’s president and CEO from 2007 to 2014. Prior executive roles include Quadrant, Menasha Corporation, and Polaroid. Throughout his career, Harold built a solid reputation for positioning organizations for sustained growth, successfully managing change and restructuring, improving efficiency, spurring innovation, and maintaining a focus and discipline of continuous process and performance improvement. Harold’s personal commitment to workforce development and business opportunity diversity and inclusion efforts continue to drive his civic and board activities.
Sylvie Gallier Howard began her position as chief of staff for Commerce in 2016, before assuming the role of first deputy director in 2018. She previously served as deputy chief of staff to the deputy mayor for economic development during the Nutter administration. In addition to supporting day-to-day operations, Sylvie’s responsibilities include coordinating communications and marketing, legislative activities, international relations, and the roll out of new programs. For six years, she was the principal and founder of Clementine Consulting, providing guidance to nonprofits and social enterprises. Sylvie has also served as the executive director of two community-based nonprofits in Philadelphia: The Northwest Fund and The Empowerment Group, where she started Philadelphia’s first bilingual Spanish-English entrepreneurship training program.
Rochelle “Chellie” Cameron became chief executive officer in January 2016. As CEO, Chellie serves as the City’s chief aviation representative in local, state, national, and international affairs. She is responsible for directing the planning, development, and administration of all activities of the City’s division of aviation, including both Philadelphia International Airport and Northeast Philadelphia Airport.
