About

PHL PRIME (Project Review and Infrastructure Made Easy) supports high-impact economic development projects that lead to new quality jobs, transformative investments, and inclusive economic growth in Philadelphia.

We offer personalized support to streamline approval processes for the most complicated and impactful projects. These efforts complement the Parker Administration’s PHL Open for Business initiative, which commits to creating a business-friendly government that removes regulatory burdens, speeds up approval timelines, and streamlines City permitting and licensing processes for all businesses.

To be eligible for support from PHL PRIME, a project must:

  • Create permanent, full-time quality jobs in Philadelphia. These are jobs that pay a living wage and provide health insurance and paid time off to residents.
  • Generate significant tax revenue for the City of Philadelphia and School District.
  • Drive transformative investment in the Philadelphia region.
  • Align with Mayor Parker's vision for a safer, cleaner, and greener city with access to economic opportunity for all.

PHL PRIME is led and managed by the Office of the Mayor, Department of Commerce, Department of Planning and Development, and the Managing Director’s Office.

Process

Companies and developers can submit the project intake form to request assistance from PHL PRIME. Next, the Department of Commerce will:

  1. Review each submission in coordination with the Mayor’s Office.
  2. Contact each applicant to discuss next steps. We will cover all aspects of your high-impact development project, like regulatory requirements and project goals.
  3. Facilitate any necessary interdepartmental and intergovernmental coordination to advance the project reliably and efficiently.

If your project does not meet the PHL PRIME criteria, we will reach out to provide other available resources that are most relevant to your needs and requests.
