What we do
As part of the Philadelphia Department of Planning and Development, the Philadelphia City Planning Commission (PCPC) is a bridge between the public and the government.
We guide investment and growth in Philadelphia. The goal is to create neighborhoods that are well-connected, affordable, and desirable places to live and work.
As outlined in the City's charter, PCPC oversees the:
- Physical development plan of the City, or the Comprehensive Plan.
- Zoning ordinances, maps, and amendments.
- Capital Program and Budget.
- Streets and land subdivisions.
- Recommendations to City Council related to zoning and development legislation.
The Comprehensive Plan is a policy document that focuses on land-based issues. Community groups, City Council members, and developers can use the plan as a road map for development in their areas.

Become a community partner and help update the Comprehensive Plan!
The Philadelphia City Planning Commission seeks community partners to help update the Comprehensive Plan. These neighborhood and community groups will help lead community engagement for Phila2050: Planning Together.
Community partners will help Philadelphians share their stories, imagine the future of our city, and work with the Planning Commission to develop ideas on how to achieve these goals. This role is compensated, and there are 9-month and 18-month partnership opportunities available.
To be eligible, community partners must:
- Work within Philadelphia and serve Philadelphia residents.
- Have 501(c)(3) status or have a 501(c)(3) fiscal sponsor.
- Be able to complete program activities within the established program period.
- Send two staff members or community volunteers to a six-week training course with the Citizens Planning Institute.
