Part of the Phila2035 comprehensive planning process, district plans provide recommendations on future land use, development opportunities, urban design scenarios, and proposed zoning. District plans use concepts and themes in the Phila2035 Citywide Vision and apply them at the local level.  Philadelphia has been divided into 18 planning districts.
