The City of Philadelphia has mask and vaccine requirements in place to fight COVID-19. These requirements apply to construction work, as follows:

Construction work in healthcare (other than hospitals or long-term care facilities) Masks are required if construction work is indoors. Recommend masking even if outdoors. *Must be fully vaccinated. Exception – work is in buildings not used for providing health care.
Construction work in grocery stores, pharmacies, K-12 schools, childcare and congregate facilities such as prisons, shelters, and adult day care settings Masks are required if construction work is indoors. Recommend masking even if outdoors. Not required by the City
Construction work at businesses and institutions not described above Masks are required indoors unless the business or institution requires everyone who enters to be vaccinated Not required by the City
Construction work indoors at structures that are in the process of being built Masks are required unless all companies with workers on site require proof of vaccination. A space is “indoors” if it has three or more walls and an overhead covering. Not required by the City
Construction work indoors at unoccupied existing structures Masks are required unless all companies with workers on site require proof of vaccination. Not required by the City
Construction work indoors at residential properties Masks are required regardless of vaccination status. Not required by the City
Construction work outdoors Masking is not required at outdoor job sites. The Health Department continues to recommend masks outdoors for unvaccinated individuals and for everyone in certain settings (see above). Not required by the City

*Fully vaccinated means two weeks after the second dose for Pfizer or Moderna vaccines or two weeks after the first (and only) dose for Johnson & Johnson vaccine.

The best way to protect yourself, your family, your coworkers, and your community is to be fully vaccinated. Get fully vaccinated as soon as possible, and if you are eligible for a booster shot, get one!
