In November 2005, Philadelphia voters approved amendments to the Philadelphia Home Rule Charter which modified the City's contracting process and authorized City Council to enact legislation governing contracting. That legislation, which was signed by Mayor Street, regulates the process by which non-competitively bid contracts are awarded and restricts eligibility for City contracts to persons or businesses which do not make political contributions above a certain threshold. The legislation, which became effective February 1, 2006, sets forth measures designed to enhance the transparency of the City's contracting process and establishing eligibility criteria, the initiative addresses the public's perception of Administration integrity.

 

In addition to leading the Department through the ongoing challenges of contract reform, Cheryl's practice consists of other citywide matters, including HIPAA. healthcare commercial matters and other special projects. She previously served the Law Department as Chief Deputy of the Commercial Law Unit and Divisional Deputy for the Housing and Community Development Division. Cheryl is a 1980 graduate of Temple University School of Law. She has practiced with the City since 1983.
