Goals of Our Organization
The Philadelphia Animal Care and Control Association (PACCA) is dedicated to providing caring, compassionate services that benefit residents and their companion animals within the City of Philadelphia.  A professional, well-trained staff operating a state-of-the-art facility to provide temporary shelter and care for animals that, due to many circumstances, find themselves at our door.

List of Services

  • 24 hour open-door policy to receive unwanted animals found in your homes or strays from your neighborhoods.   PACCA officers will provide assistance.
  • Identification program to help reunite lost companion animals.
  • Education and community outreach programs to provide practical information for a better relationship between animals and their caregivers, while ensuring a safe, healthy environment in the City of Philadelphia.
  • Adoption Program   We have programs to help find safe, loving homes for animals that are available to be companion animals. 

What can I do to help PACCA?
Donations are always welcome for the new PACCA facility, specifically for the care of new arrivals.  Towels,  small to medium sized blankets, animal toys, pet food, bowls and general animal care equipment can be dropped off at PACCA during office hours.

Can I volunteer for PACCA?
Yes! PACCA welcomes and encourages members of all ages from the greater Philadelphia community to get involved with animal care.  Find out how you can help PACCA today.
