Office of Food Protection (OFP)

Environmental Health Services conducts routine inspections of all restaurants and food service establishments, including mobile food vendors.   EHS responds to individual complaints about unsanitary conditions in food service establishments and initiates appropriate enforcement actions.

In addition, this office manages the Food Establishment Personnel and the Food Safety Certificate programs, the Plans Review Process, and regulates Special Events licensing.

The Office of Food Protection (OFP) is the local food safety agency for the City of Philadelphia. OFP programs are conducted under authority provided by the Philadelphia Health Code and the regulations adopted thereunder. These programs include activities directed to the prevention of foodborne illness outbreaks and the maintenance of a sanitary and wholesome food supply through the regulation of food establishments including restaurants, retail food markets, food processing plants, food vendors, and institutional food service facilities. OFP conducts inspections of food establishments to ensure compliance with the Philadelphia Health Code. OFP is also responsible for the prompt investigation of reported foodborne illness outbreaks and response to citizen complaints of unwholesome foods and unsanitary conditions in food establishments.

Program Services
OFP program services include review of special event applications and plans for newly constructed and renovated food establishments. They conduct compliance inspections at food establishments, including collection of dairy samples and food samples implicated in the transmission of foodborne disease for microbiological analysis. Community complaints of unsanitary conditions and unwholesome food are investigated, and OFP initiates appropriate enforcement actions to effect compliance. OFP administers a mandatory food safety certification program whereby food establishments that are engaged in the handling of potentially hazardous food must have a certified manager on duty during all hours of operation.
