Coordinating Office for Drug and Alcohol Abuse Programs (CODAAP)

The Coordinating Office for Drug and Alcohol Abuse Programs (CODAAP) administers, through its contracting process, a full spectrum of substance abuse treatment, prevention and intervention programs available to all Philadelphia residents.  These programs provide treatment in such settings as, inpatient residential, non-hospital detoxification, methadone maintenance and outpatient.  Prevention programs focus their efforts in both the public and parochial school systems as well as assisting young people to remain free of drugs through community based programming.

The Philadelphia Behavioral Health System
With the Institution of Medicaid Managed Care in Southeastern Pennsylvania, the City of Philadelphia created the Community Behavioral Health (CBH) organization to administer payments to programs for the provision of behavioral health services to Medicaid eligible persons.  Along with CBH, the Department of Public Health's Coordinating Office for Drug and Alcohol Abuse Programs and the Office of Mental Health constitute the city's management structure for the local Behavioral Health System.  CODAAP also administers the Behavioral Health Special Initiative (BHSI) which provides funding that supports treatment services to non-Medicaid eligible persons.

Referral/Intake
Medicaid eligible persons wishing to access substance abuse treatment may do so by contacting CBH at the following number:

Persons with no health insurance or who are not eligible for Medicaid coverage may contact BHSI during the following times, days, and at the following number:
(215) 546-1200 (Monday-Friday 8:30 am - 5:00 pm)

Treatment Services
Persons accessing treatment services within Philadelphia will be assessed as to the most appropriate level of care they require and referred to a program offering that level of care.  Such programs include:

Residential Non-Hospital Detoxification and Rehabilitation Programs
Such programs require an extended stay and are there to serve individuals with more serious drug and/or alcohol problems.  Detoxification programs refer persons, following the completion of the process, to longer-term rehabilitation programs either outpatient or residential.
