Philadelphia has comprehensive regulations to control the hazards of asbestos. Projects involving abatement (removal, enclosure, encapsulation) of friable asbestos or non-friable material which will be rendered friable by the method of removal must meet the requirements of the Asbestos Control Regulations (ACR). The regulations are enforced by the Department of Public Health in the Air Management Services (AMS) program.
