Operating Permits and Licenses:


Either an operating permit or an air pollution license is required to operate air pollution creating equipment or devices. The types of operating permits and licenses are:

  • Title V Operating Permit - Required for major facilities. Once issued, this permit lasts for 5 years. Select the application form or addendum 1, addendum 2, or addendum 3.  The instructions can be found in application instructions. 
  • Synthetic Minor Operating Permit - May be used by a major facility that is willing to accept a federally enforceable permit limitation that restricts potential emissions to below major source thresholds.  Once issued, this permit lasts for 5 years.  Select the application or instructions.
  • Natural Minor Operating Permit - Required for minor facilities. Once issued, this permit lasts for 5 years. Select the application and instructions.
  • General Plan Approval and Operating Permit - For minor facilities whose only pollution sources are covered by a general plan approval and operating permit, this document will act as the operating permit as well as the plan approval. Once issued, this permit lasts for 5 years. Select Pre-Construction Permits for more information.
  • Air Pollution License - Required for de minimis facilities. Licenses expire on October 31 of each year. Select the application form.
  • Indefinite License - Required for boilers or furnaces with a rated capacity of less than 2 million BTU/hr or less, or less than 5 million BTU/hr and burning only No. 2 grade or lighter commercial fuel oil, or less than 10 million BTU/hr and burning only natural gas. Indefinite licenses are only issued once and do not need to be renewed. Select the application form.
  • Operating Permit Exemption - Minor facilities may request exemption from operating permit requirements by accepting emission limitations below the de minimis levels. If the request is accepted, the facility will become a de minimis facility and be required to maintain an air pollution license instead of an operating permit. Monitoring Report Form:

This form is used by facilities to meet the reporting requirements contained in their operating permit. Select the Monitoring Report Form.


Compliance Certification Form:

This form is used by Title V facilities to meet the annual compliance certification requirement contained in their operating permit.  Select Compliance Certification Form.


Notification of Change of Ownership:

This form must be submitted by facilities which change ownership. All existing valid operating licenses of the previously named owner must be converted to the new owner through the Notification of Change of Ownership Form.  All equipment for which no current license exists must go through the installation permit process.


Request for Determination of Requirement for Installation Permit/Operating License:


This form may be submitted by a facility if it is unsure if some equipment needs an installation permit or air pollution license. Before completing this form, please refer to the exemption list. Select Request for Determination.


Fees:


All application fees must be submitted with the application in the form of a check made payable to the "City of Philadelphia". Select the fee.
