How many animals can my neighbor keep in their row home?

Limits on animals are currently not based on size of property. At this time, a resident may keep 12 cats and/or dogs in a property. This Law is currently under review for an amendment to decrease this number.

What can I do about numerous stray cats damaging and contaminating my property?

Current leash laws do not address cats. However, various repellents are available from House and Garden Supply, hardware stores, etc. PACCA will make available live animal capture traps.  Call the Philadelphia Animal Care and Control Agency (PACCA) at 215-685-9040 for trap information.

I have a mouse in my house. Can someone come out to take care of it?

The City does not offer extermination services in people's houses for mice or insects.  However, you can receive information by mail or telephone on how to eliminate your pest problems by calling 215-685-9702. Also, any licensed Pest Control Operator can provide exterminator services for your home. You can choose these exterminators from your local telephone directory listings.

I have seen a wild animal in my neighborhood. What can be done?

Seeing a wild animal, such as raccoon, opossum, deer, etc. is not a problem in itself. Animals commonly frequent residential areas, but are usually secretive and go unnoticed. If left alone, these animals do not present a hazard to the public. Keeping your areas clean of garbage, refuse, and other food attractants will limit animals from invading your property.

What can I do about birds roosting on my property? What if people are feeding them?

Harming or trapping of birds is not permitted in Philadelphia. Only repellents or exclusion is acceptable. There are several types of repellents available form pest control companies, House & Garden Supply, etc., to discourage roosting of birds on your property. Also, no one is permitted to throw food on the ground to feed birds. To report this violation or for more information, call the Animal Management Unit at 215-685-9702.

What can be done about loud animal noises in my neighborhood?

For barking dogs, crowing roosters, etc., the City Ordinance limits these loud noises to 15 minutes per hour. Complaints of this nature should be directed to PACCA at 215-685-9040.

Who do I call to remove a dead animal?

PACCA will remove a dead animal from your property or from the street. Call 215-685-9040.
