FONSI and ERR Request for Release of Funds for Carousel House

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Philadelphia.

On or about April 9, 2026, the City of Philadelphia will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of a HUD FY2024 Community Planning and Development (CPF) award to undertake the following project:              

Project Title: Carousel House

Purpose: The applicant proposes partial demolition and rehabilitation of the existing 22,000 square foot recreation center, and the construction of two new attached buildings, for a new net total 52,000 square foot recreation facility.

Location:  4300 Avenue of the Republic, Philadelphia, PA 19131; in the West Fairmount Park area of Philadelphia, PA

Estimated Cost: The total development cost is estimated to be $50,000,000, including a Community Project Funding grant award totaling $1,000,000.

PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to DHCD.  All comments received by April 8, 2026 will be considered by the DHCD prior to authorizing submission of a request for release of funds.  Comments should specify which Notice they are addressing.

Request for Release of Funds 17th St. Revitalization Project Phase II

On or about April 7, 2026, the City of Philadelphia will authorize the Philadelphia Housing Authority (PHA) to submit to HUD a request for release of funds under Section 9 of the United States Housing Act of 1937, as amended, and the Pathways Housing Wellness Corporation to submit a request to HUD for the release of a HUD FY2024 Community Project Funding (CPF) award to undertake the following project:
Project Title:  17th Street Revitalization Project Phase II
Purpose:   To provide thirty-eight (38) affordable housing rental units for low-income families and individuals. Twenty-five percent of units will be a preference for individuals and families currently experiencing homelessness. All units will be at or below 50% AMI. Fifteen percent of units will be fully ADA accessible, and five percent of units will have features for the hearing and visually impaired.

All land is publicly owned. Four lots will be acquired from the Philadelphia Housing Authority, and  eight lots will be acquired from the Philadelphia Land Bank. This phase is a new construction of 9 three-story buildings fitting the existing character of the neighborhood.

Estimated Cost: The total development cost is $$21,592,960 including $1,000,000 from the CPF grant, and $778,680.00 through the RAD program. The 38 units will be supported by the Philadelphia Housing Authority (PHA) through a Faircloth to Rental Assistance Demonstration (Faircloth to RAD) Housing Assistance Payments contract.

Notice of Public Comment Period for City of Philadelphia Proposed CDBG-DR Action Plan Amendment #3

The City of Philadelphia announces the availability of Amendment #3 to the previously approved Community Development Block Grant – Disaster Recovery (CDBG-DR) Action Plan. The substantial amendment focuses on addressing programmatic details regarding the Disaster Recovery and Resilience Program and the Ida Business Assistance Program.

Proposed Action Plan Amendment #3 is available online at https://www.phila.gov/ida-recovery. To arrange for a hard copy of Proposed CDBG-DR Action Plan Amendment #3, please email CDBG-DR@phila.gov. Executive Summaries of Proposed Action Plan Amendment #2 translated in Spanish, Portuguese, Chinese (Simplified), Haitian Creole, and Vietnamese are available online at https://www.phila.gov/ida-recovery.  The Executive Summary of the Proposed CDBG-DR Action Plan Amendment #3 is also available for review in the Government Publications departments of the Central, West Philadelphia Regional, Northwest Regional, and Northeast Regional branches of the Free Library of Philadelphia.

The 30-day public comment period starts today. Please send written comments via email to CDBG-DR@phila.gov or mail to Attn: Sabrina Maynard, Office of the Director of Finance, City of Philadelphia, 1401 John F Kennedy Blvd Suite 1400, Philadelphia, PA 19102. At the end of the comment period, all comments shall be reviewed, and City responses will be incorporated into Proposed Action Plan Amendment #3. The final Action Plan, containing a summary of the comments and the City’s responses, will be submitted to HUD and posted on the City’s CDBG-DR website and on DHCD Legal Notices.

Notice types and posting requirements

We receive federal funding for local housing and community development programs. To use this federal funding, there are certain public notice requirements we need to meet. We post notices asking for public feedback at hearings or through written comments. Notices are posted publicly for 30 days.

Notices about the planning and budgeting process

Every year, we share the following information about housing and community development funding and programs:

  • Annual Action Plan: A plan describing all housing and community development programs, including funding amounts and goals. The plan describes how these programs comply with federal regulations.
  • Consolidated Annual Performance and Evaluation Report (CAPER): A report showing program accomplishments during the previous fiscal year.
  • Consolidated Plan: A longer plan including a needs assessment, market analysis, and strategic plan. This plan is published every five years.

We also collect public feedback about these planning processes. To ask for feedback, we post public notices about:

  • How to participate in public hearings. This is where we learn about community needs and get feedback about how programs are working.
  • How to submit comments on draft plans and reports and on proposed changes to older plans.

Environmental Review notices

An Environmental Review investigates a project and its potential environmental impacts to make sure that the project:

  • Will meet federal, state, and local environmental standards.
  • Won’t have a negative impact on the environment.
  • Won’t have negative environmental or health effects on those who will use the property site.

The Environmental Review process is required for all projects supported by the federal Department of Housing and Urban Development (HUD). We post public notices about the Environmental Review for certain projects, including:

  • Notices of intent to request release of funds.
  • Notices of finding of no significant impact.

While every project’s environmental impact must be reviewed, the extent of the review varies. However, every project must comply with the National Environmental Policy Act (NEPA) and related laws.
