Andrew Altman, Deputy Mayor for Planning & Economic Development
Andrew Altman was appointed Deputy Mayor for Planning and Economic Development and Director of Commerce in March, 2008. The creation and appointment by Mayor Nutter of the position of Deputy Mayor represents the first time that authority for all of the planning and economic development functions of the city have been brought together under one position accountable to the Mayor.  Mr. Altman is the chief economic development official of the City of Philadelphia.  His portfolio includes the Department of Commerce, the City Planning Commission, the Office of Housing and Community Development, the Department of Licenses and Inspections, the Historical Commission, and quasi-independent city agencies including the Philadelphia Industrial Development Corporation, Philadelphia Commercial Development Corporation, Philadelphia Housing Development Corporation, Penn’s Landing Corporation and all workforce entities. Mayor Nutter also appointed Mr. Altman as Chairman of the City Planning Commission.  

Prior to joining Mayor Nutter’s administration, Mr. Altman was the President of Altman Development LLC in New York City which he founded in 2005 to lead large-scale, urban development projects on behalf of private equity and development firms. Previously, Mr. Altman was the first President and CEO of the Anacostia Waterfront Corporation in Washington, D.C., established to guide the revitalization of over 2800 acres of urban waterfront. Mr. Altman served in the cabinet of former Washington, D.C. Mayor Anthony Williams as head of the city’s planning agency. He has received numerous awards for his work in Washington D.C., including an American Planning Association, American Institute of Architects and American Institute of Landscape Architects awards honoring the waterfront initiative as one of the most innovative regeneration programs in the United States. Mr. Altman was has been personally featured in Governing Magazine as leading the rejuvenation of urban development in big cities

Mr. Altman serves in many advisory and teaching capacities related to urban development. He is a Non-Resident Senior Fellow at the Brookings Institution’s Center for Metropolitan Policy. He is an Urban Expert to the Urban Age Project of the London School of Economics that is traveling internationally to explore the state of world cities. And he is on the Visiting Committee of the Urban Studies and Planning Program of the Massachusetts Institute of Technology.

Mr. Altman is a native of Philadelphia and graduate of Temple University. Mr. Altman holds a Masters in City Planning from the Massachusetts Institute of Technology and has received awards and fellowships including the Loeb Fellowship at the Harvard University Graduate School of Design; the German Marshall Fund Fellowship; and a Lady Davis Fellowship at the Technion Institute of Technology.

Duane H. Bumb, has over 20 years of professional experience in economic development policy making and implementation.  Prior to his selection, he served as Senior Deputy Director of Commerce and as Deputy Director of Commerce in the Street and Rendell Administrations. In his current capacity, Mr. Bumb is responsible for all economic development services on behalf of the City. Central to his role is the coordination of all site development and workforce strategy initiatives.  Other duties include serving as a board member of the Philadelphia Workforce Investment Board, the City Planning Commission and the Philadelphia Historical Commission.

Before joining the City of Philadelphia, Mr. Bumb served as Manager for the Financial Analysis Division of the City of Wilmington’s Commerce Department, and as Vice President of Management Services for Regency Securities Corp., a Delaware-based real estate syndication firm where he managed asset holdings throughout the U.S. for investor partnerships.  Mr. Bumb began his career as a Presidential Management Intern with the U.S. Department of Housing and Urban Development.

Mr. Bumb holds a Master of Public Affairs with a concentration in Urban Planning from Indiana University and a Bachelor of Arts in Political Science from the University of Toledo.

 

Vincent J. Dougherty, Director, OBS
Vincent Dougherty is responsible for all departmental activities that relate to the provision of business services and outreach to businesses. Mr. Dougherty has been a member of the Philadelphia Department of Commerce since 1986, and during his tenure has worked on an array of business development projects. In 1999 he planned and developed the City’s Keystone Opportunity Zone Program, which he administers today.  Additionally, Mr. Dougherty is responsible for all activities along Philadelphia’s American Street corridor.

Elinor R. Haider, Deputy Director of Commerce
Elinor Haider has worked in the field of economic development for 12 years, most recently leading the Philadelphia Industrial Development Corporation’s (PIDC) new product development team.  At the Department of Commerce, Ms. Haider manages all commercial corridor initiatives including products such as façade grants and technical assistance to support business associations, Community Development Corporations (CDCs) and Business Improvement Districts (BIDs). In addition, she will facilitate a single point-of-contact for businesses starting-up, expanding or relocating to the City of Philadelphia.  Prior to joining the Department of Commerce, Ms. Haider worked in the field of microfinance, consulting for Development Alternatives, Inc. and the Inter-American Development Bank. Ms. Haider holds a MBA from the University of Pennsylvania's Wharton School, a Masters in International Relations from Johns Hopkins University's School of Advanced International Studies (SAIS), and a BA from Georgetown University.
