Apply for RCO insurance reimbursement

The RCO D&O Insurance Reimbursement Grant can help eligible Registered Community Organizations (RCOs) cover the cost of Directors & Officers (D&O) liability insurance. It is designed to support community groups that participate in the City’s development review process by reducing the financial burden of maintaining appropriate liability coverage.

Eligibility

To qualify, and organization must:

  • Be a Registered Community Organization (RCO) with the City of Philadelphia.
    RCOs are community groups officially recognized by the City to participate in zoning matters.
  • Be in good standing.
    For example, this means registration is current, and the organization complies with reporting requirements.
  • Maintain qualifying D&O insurance coverage.
    Only D&O liability insurance qualifies for reimbursement. Other types of insurance are not eligible.

Reimbursement rates

If the organization meets eligibility requirements, the City will pay for a portion of the D&O policy cost depending on how much annual revenue the RCO took in during the previous calendar or budget year.

Annual revenue of $50,000 or less:

The City will pay 80% of the cost of the D&O portion of the policy, up to a cap of $1,500 per year.

Annual revenue over $50,000:

The City will pay 50% of the cost of the D&O portion of the policy, up to a cap of $1,000 per year.

Required documentation

When applying, include:

  • Proof of RCO registration status
  • Prior year tax returns for the RCO
  • Prior year Directors & Officers policy
  • Current Directors & Officers policy or binder
  • IRS Form W-9

How to apply

The RCO purchases a qualifying D&O insurance policy.

You can also provide an invoice from the broker or insurer.

The RCO pays the premium in full or submits invoice for payment.

The RCO submits an application to the City.

The City reviews the application.

If approved, the RCO receives payment for eligible expenses or the City will provide payment to the broker or insurer.

Background

Section 8-108 of The Philadelphia Home Rule Charter provides that:

The City shall provide for the defense and indemnification of any registered community organization that is in compliance with the Philadelphia Zoning Code and applicable regulations, in connection with any claim brought against such an organization arising directly out of the organization’s lawful participation in the City’s zoning variance process. The Law Department is authorized to adopt regulations to implement this section, including establishing indemnity limits, rules for addressing double indemnity, providing for the purchase of insurance through a grant or similar program, and other measures to protect the best interests of the City.
