Mixed income housing zoning bonus review application

The Zoning Code includes two Mixed Income Housing (MIH) programs:

  1. Mixed Income Housing Bonus (MIHB) in Philadelphia Code Section 14-702(7)
  2. Mixed Income Neighborhoods Overlay (MIN) in Section 14-533.

The purpose of these programs is to produce affordable housing in areas experiencing development by leveraging private sector investments in market rate housing. Annual reports about these programs are available on the Mixed Income Housing Reports webpage.

Before L&I can issue the Zoning Permit, the Philadelphia City Planning Commission must review, sign and stamp this form to certify the application. June 13, 2025
MIHB Declaration of Affordable Housing Covenants PDF Developers must complete and record a legal instrument declaring that affordable units will remain at affordable levels. June 13, 2025
