What we do
As part of the Department of Planning and Development, the Division of Development Services provides information about permits and approvals for developments. It also helps individual projects get through the approval process in the most efficient way possible. It answers questions, provides feedback, makes connections with City departments, and helps solve new or unique issues on complicated projects.

John Mondlak is the deputy director for Development Services. John and his team work with developers, government, and other stakeholders to guide complex real estate developments through the approval process.
At any one time Development Services is helping several dozen firms with their development plans. It also tracks several hundred projects working their way through the system.
John worked for 11 years in the City Solicitor’s Office. As divisional deputy city solicitor for Real Estate and Economic Development, he represented the Departments of Commerce, Public Property, Streets, and Records. He has represented the Philadelphia City Planning Commission, the Art Commission, and other departments, boards and commissions.
John has taught as an adjunct professor at Peirce College in the areas of real estate, intellectual property, research, and writing. Before joining the City, he practiced civil litigation.
John has a bachelor’s in accounting and business management from King’s College. His law degree is from Temple University.
John is a founding member of the Philadelphia Ukulele Orchestra.
