Planning Guidance

  • Pandemic Influenza Planning Guidance for Healthcare Institutions, Philadelphia Department of Public Health, September 2007
    The Philadelphia Department of Public Health (PDPH) convened a group of hospital-based professionals from the Philadelphia metropolitan area to participate in the development of consensus-based specific pandemic influenza guidelines for acute healthcare institutions in the Philadelphia region.  Three focused work groups met over a year to address a range of complex planning topics pertaining to hospitals including supply needs and staffing shortages, identification and control of illness among staff and patients, the use of antiviral medications and other pharmaceuticals, as well as planning for altered standards of care.  The outcome of this process was this document, which is based on the healthcare planning guidance proposed by the Department of Health and Human Services for pandemic preparedness in November 2005.  The planning recommendations in this guidance represent consensus-based approaches to pandemic preparedness from experts in hospital epidemiology and infectious diseases, hospital safety and disaster preparedness, emergency medicine, infection control, medical ethics, facility management, and public health.  They are suggestions to supplement hospital emergency response plans for infectious disease emergencies.
