Collaborating with Philadelphians to design better City policies and services.

What we do

The PHL Service Design Studio is a unit within the Office of the Chief Administrative Officer. We help City agencies make their services more accessible, equitable, and trauma-responsive.

We believe Philadelphia's most underserved residents deserve easy access to government services. Frontline staff also need to be able to deliver services with ease. To support these outcomes, we collaborate with residents and staff to design services that work for people.

Our process includes the following steps:

  • Conduct research to understand service barriers and what people need
  • Collaborate with residents and staff at all levels of government to design improvements
  • Test new ideas before implementation
  • Identify the requirements for long-term change
  • Teach City staff about participatory service design methods, which include people most impacted in the design process
