An amendment to Board of Ethics Regulation No. 1 (Campaign Finance) became effective October 31, 2014.  The Regulation was amended to provide greater detail on several aspects of the City's campaign finance law.  A summary of the most notable changes by the amendment is also provided.

Brennan Center for Justice report finds Philadelphia Board of Ethics at the forefront of campaign finance regulation

Introduction to Lobbying Data

With the release by the Board of Ethics of the Philadelphia Lobbying Information System in January 2014, the public can easily access the data disclosed by principals, lobbyists, and lobbying firms of their interactions with City officials and employees.  

The Board of Ethics will be hosting the following two events to discuss lobbying in Philadelphia:

General Overview:  A meeting to give a general overview of the lobbying information data for the public.

Open Data:  An event to more deeply explore strategies on how to search for and analyze data from the system.

At its July 16, 2014 public meeting, the Board of Ethics approved for public comment proposed amendments to Regulation No. 1 (Campaign Finance). The Board has scheduled a public hearing on the proposed amendments for Wednesday, September 17, 2014 at 1:00 p.m. The hearing will be held at One Parkway Building, 1515 Arch Street, 18th Floor.

** Lobbying Expense Reports Update **

The Board of Ethics has issued an Advisory Alert to announce that the Expense Report function of the Philadelphia Lobbying Information System (PLIS), the online electronic filing system, will become available at noon on Monday, April 28, 2014, for filing 2014 First Quarter Lobbying Expense Reports.

The Alert further announces that Expense Reports for the first quarter of calendar year 2014 will be due on or before May 28, 2014.

Board of Ethics staff will be available to assist filers with the online Expense Report process. Call the Board at 215-686-9450 for call-in assistance or to make an appointment for in-person help.

Please note that all Expense Reports for the first quarter of calendar year 2014 must be filed electronically, and no paper Expense Reports will be accepted.
