Eugene P. Davey
is the Vice Chairman of the BRT Appeals Function and the former Director of
Assessments for the City and County of Philadelphia Assessing function. He retired as Director of Assessments, a/k/a
Chief Assessor in May 2008. He was responsible for over 570,000 properties and
$40B in value.
Mr. Davey has
actively participated and has been involved with the Real Property Assessment
and Appraisal Profession since 1972. He
is recognized as a Regional Assessment Expert, holding the highest level
credentials, including Certified Assessment Evaluator (CAE) and Residential
Evaluation Specialist (RES) from the International Association of Assessing
Officers, (IAAO), the CPE from the Pennsylvania State Board of Certified
Appraisers, the Certified Tax Assessor CTA from the New Jersey Treasury
Department and Senior Membership -Real Property: Ad Valorem Tax Appraising from
the American Society of Appraisers (ASA).
He is a State Certified
General Real Estate Appraiser in both PA and NJ.
education includes a Certificate in Real Estate from the Wharton Evening School
at the University of Pennsylvania in 1974, a Master of Business Administration
in Management and Economics from Drexel University in 1972.
He is a SRA Member
of the Appraisal Institute (AI) and ASA.
He is the past President of the Philadelphia Metropolitan Chapter of the
AI in 2002 and the AAP in 1987 and 1988 and has received numerous awards.
Mr. Dintino is a lifelong South Philadelphian who graduated from Temple University with degrees in Education and Journalism. In 2005 he secured his Pennsylvania Real Estate Sales Licensure.
Mr. Dintino is proud to support a variety of charities. He is active with the ALS Association, Our Lady of Confidence Day School, and the Special Olympics Association.
He is a passionate animal lover and an advocate for no-kill pet shelters for domestic animals and rescue facilities for Thoroughbred and Standardbred racehorses. He was honored in 2014 when he was once again elected to the Board of Revision of Taxes, where he currently handles the Non-Oral Appeals along with regular Board duties.
Wayne A. Johns
Wayne A. Johns is a Vietnam Era Veteran of the United States
Marine Corps and a licensed real estate professional with experience in
commercial and residential real estate transactions.
Wayne joined the Board of Revision of Taxes (BRT) at the
height of the Actual Value Initiative (AVI). His real estate background proved
to be an essential tool of his effectiveness in assessing comparable analysis
of real estate market values. Understanding the important role of the BRT and
the changing nature of real estate in Philadelphia, he stays current with real
estate trends and continuing educational courses.
Being an individual governed by a sense of responsibility to
people and the community, Wayne is a former member of the Children’s Alliance
and currently the Director of Sharon Baptist Church’s Veterans Affairs Program,
which addresses affordable housing for veterans. Additionally, he is a current
member of the Veterans Support Group of America.
In 2015, he was elected Chair of the BRT by his fellow board
members because of his leadership, hard work and commitment.
