These are resources to help residents prepare for, respond to, and recover from a flood.

Citywide resources are designed for residents across Philadelphia. Area-specific resources are also available for residents of some of the city’s most flood-prone neighborhoods. We’re working to create similar resources for other neighborhoods at risk of flooding.

Resources for business owners

The Office of Emergency Management (OEM) can help business owners learn how to prepare for emergencies and put emergency response plans into action.


Resources for property developers

Use these resources to learn about flood risk and rules for development in the floodplain.

Still have questions? Developers can email floodplainmanager@phila.gov for more information about:

  • FEMA’s Flood Rate Insurance Maps (FIRMs).
  • The Philadelphia Code, including applicable ICC and IBC codes.
  • Other factors influencing risk for development in the floodplain.
