Hurricane Ida recovery funding

Learn more about the federal funding that Philadelphia has received for recovery from Hurricane Ida.

Overview

In 2021, the remnants of Hurricane Ida hit Philadelphia. This resulted in major property damage and extensive flooding.

After disasters like this, Congress may choose to allocate special funding to help communities recover. This is done through the Community Development Block Grant Disaster Recovery (CDBG-DR) program. The U.S. Department of Housing and Urban Development (HUD) oversees this program.

HUD has allocated over $163 million to support Philadelphia’s recovery and mitigation efforts.

The City can choose how to spend our CDBG-DR funding, but we must:

  • Spend all of our CDBG-DR funds within Philadelphia.
  • Fund projects that directly benefit low- and moderate-income residents, or project that serve a majority of these residents.
  • Use at least 15% of our recovery funds for mitigation projects.

Grant process

The City must complete several steps to receive CDBG-DR funds.

Assess needs.

The City conducted two needs assessments: one for unmet needs and one for mitigation needs.

First, we analyzed the impact of Hurricane Ida. We also identified needs that haven’t been addressed through other funding sources. This made up the unmet needs assessment.

Then, we identified the greatest risks in Philadelphia. We used this information to write the mitigation needs assessment. The mitigation needs assessment is informed by the City’s Hazard Mitigation Plan.

Draft an action plan.

The City drafted an action plan based on the identified needs. This plan includes how we will use CDBG-DR funds to address those needs.

Open a public comment period.

We posted the proposed action plan for a 30-day public comment period. This period closed on August 15, 2023. We also held two public hearings (one in-person and one virtual) on August 8.

Finalize and submit the action plan.

At the end of the public comment period, we responded to comments and incorporated feedback into the plan. Then, we submitted the final action plan to HUD.

Wait for HUD approval.

HUD approved the action plan. Soon, they’ll begin the process of executing a grant agreement with the City.
