The Philadelphia City Planning Commission (PCPC), Department of Parks and Recreation, and Office of Transportation and Infrastructure Systems created an inventory of trails and a strategy for creating new ones.  City agencies involved in trail planning and construction use this as a guide to prioritize building new trails.
