Richie McKeithen
Chief Assessor
Richie McKeithen joined the OPA in July '10 and is responsible for ensuring the reassessment of the 579,000 properties in Philadelphia, as well as overseeing the management of the OPA and all its functions. Most recently, he headed Washington, D.C.’s property assessment operations and was previously the City Assessor as well as the Deputy Assessor for the City of Richmond, VA.
Mr. McKeithen earned an MBA from Morgan State University and a bachelor's degree in business management from Hampton University. He holds a graduate certificate in real estate and urban development from Virginia Commonwealth University, and certified general appraiser licenses from D.C. and VA.

Michael Piper
Deputy Administrator of Quality Assurance
Michael Piper is a member of the International Association of Assessing Officers and the Assessors Association of PA, where he has served as President of the Southeast Chapter, Chairman of the Editorial Board of the AAP Journal, and is currently the AAP’s liaison to the County Commissioner’s Assoc. of PA. A C.P.E. (Certified PA Evaluator) since ‘95, he has worked at the OPA (and former BRT) for over 20 years.
Mr. Piper earned his MBA and BA from Temple University.

Marisa Waxman
Deputy Administrator for Assessment of Programs and Policy
Marisa Waxman joined the OPA in Feb. ‘12. She is responsible for a variety of projects including the logistics related to reassessment, introduction of new exemption programs, and the administration of the 10-year tax abatement. Ms. Waxman most recently served as a Sr. Project Manager within the NYC Dept. of Finance. She previously held positions with the Philadelphia City Controller’s Office and Dept. of Revenue, as well as with the Economy League of Pennsylvania.
Ms. Waxman has both a bachelor’s and master’s degree in City and Regional Planning from the University of Pennsylvania.

Jean Machiz
Deputy Administrator, Commercial and Industrial Unit
Jean Machiz has been with the OPA since Feb. ‘11. Ms. Machiz is responsible for managing the Commercial and Industrial unit, and for valuations of office buildings, hotels, apartments, low-income housing, industrial properties, condominiums, retail properties, and mixed-use properties. She was a D.C.-certified General Appraiser for seven years and has in excess of ten years appraising commercial properties.
Ms. Machiz earned a BA from the University of Washington and is a certified Pennsylvania Evaluator.

Drew Aldinger
City of Philadelphia Law Department Senior Attorney
As counsel to the OPA, Drew Aldinger advises on various assessment-related issues and also defends assessment appeals before the BRT. Prior to joining the City, he was a member of a private law firm, where for 13 years he focused on the collection of delinquent City of Philadelphia real estate taxes and prosecuted civil tax foreclosure actions.
Mr. Aldinger graduated from the George Washington University Law School with honors and from Penn State with an accounting degree.

Kevin M. Keene
Deputy Director of Mass Appraisal and Analysis
Kevin Keene has been with the OPA (and former BRT) since ‘91. He was the OPA’s first GIS Manager, and has also served as the administrator for the Appeals, Abatements and Exemptions, and Customer Service divisions. He has been the Residential Administrator for the past two years, created the Mass Appraisal system that is in use today, and has directed five major reevaluations for the City. Currently, Mr. Keene is responsible for all of the statistical models that are used to estimate market values.
A native Philadelphian, Mr. Keene holds a bachelor's degree from Clark University in Worcester, MA.

Veronica Daniel
Administrative Services Director
Veronica Daniel joined the OPA in ‘07 after 12 years of civil service employment at PHL. Ms. Daniel is responsible for administrative functions such as HR, Budget, A\P, Training and Development, and Safety. She also serves as the OPA's Integrity Officer.
Ms. Daniel earned her BS in Accounting from La Salle University and maintains a Professional in Human Resources certification. Ms. Daniel has held various positions during her 25+ years of employment with the City.
