Rebuild

Building stronger communities, one park, recreation center, and library at a time.

About

Philadelphia has more than 400 neighborhood parks, recreation centers, and libraries. These community facilities serve as safe spaces for residents to learn, play, exercise, and access vital services.

Through decades of budget shortfalls and deferred maintenance, the majority of these sites need significant improvements.

Fueled by the Philadelphia Beverage Tax, Rebuild has invested over $500 million to improve our public spaces. The City’s historic investment is transforming 72 neighborhood parks, recreation centers, and libraries.

Through its projects, Rebuild will:

  • Make physical improvements to parks, recreation centers, and libraries.
  • Promote economic inclusion to support small local, minority- and women-owned businesses. Residents can also pursue careers in construction through workforce development programs.
  • Engage with community members to leverage their knowledge, power, and expertise. Community feedback informs the improvements made to facilities.

Process

Rebuild is renovating parks, rec centers, and libraries throughout Philadelphia. To learn more about Rebuild’s projects, check out our list of sites.

1
Selection

Rebuild prioritizes sites where investment will support community development and stabilization, as well as facilities in extremely poor condition.

Our data-driven approach ensures the City’s investment in public space, through the Rebuild program, is directed where it can have the greatest impact.

Equity was a top priority in selecting Rebuild project sites. The majority of projects are in high-need communities.

About 90% of Rebuild sites are in moderate- to high-poverty neighborhoods. Residents often face higher rates of drug-related crime and chronic health conditions, like asthma and diabetes. To learn more about the selected neighborhoods, explore Rebuild’s interactive maps.

2
Approval

City Council approved the Rebuild projects.

Project budgets range from smaller, much-needed capital improvements to multi-million-dollar redevelopments. The project budget depends on each facility’s conditions and needs.
